This home was judged requires improvement to be good at the last full inspection. At the interim inspection, Ofsted judges that it has sustained effectiveness.

p.1

and young people since the most recent full inspection

Since the previous inspection, the leaders and managers of this home have changed. An experienced head of residential care has started in post and has oversight of this home. The providers intend for this post to strengthen the leadership and management arrangements. In addition, the responsible individual has appointed a new manager for the home. This manager is not yet registered with Ofsted. Suitable arrangements are in place for the new manager‟s induction, support and development.

p.1

and young people since the most recent full inspection

The new leadership and management team has a good understanding of the home‟s strengths and weaknesses. Realistic development and action plans are in place to address the areas identified as requiring improvement. The new manager has prioritised the actions that focus on the needs of children, the children‟s experiences and progress, and staff morale. This means that other weaknesses regarding monitoring, analysis, learning and the quality of records still require attention.

p.1

and young people since the most recent full inspection

Leaders and managers cannot demonstrate that they have effective oversight and good Inspection report children‟s home: SC476795 2 monitoring systems in place to review the quality of care provided to children. The Children‟s Home Regulations 2015, require leaders and managers to review the quality of care at least every six months. Ofsted has not received a report pertaining to this review since December 2016. The new manager has identified this as a shortfall and has plans to complete a review as required.

p.1

and young people since the most recent full inspection

Some action has been taken to improve the physical quality of the home. The lounge is a much more comfortable space; additions such as toys, pictures and soft furnishings make it more homely. The entrance hall, staircase and landing remain in poor decorative order. Leaders and managers recognise that these areas can be improved. In addition, leaders and managers also have plans to redevelop the garden into a space that meets children‟s sensory needs better and helps them to play.

p.2

and young people since the most recent full inspection

Currently, children‟s care plans are not up to date. Leaders and managers are aware of this shortfall. The need for leaders and managers to review the children‟s care plans is listed on the provider‟s action plan.

p.2

and young people since the most recent full inspection

Incidents of children harming one another have occurred. Leaders and managers have identified that the children who live in the home are not compatible with each other. The manager is reviewing this with other professionals. In the interim, staff have occasionally had to lock a door to keep children apart and prevent them from causing significant harm to one another. When this occurs, staff remain with the child behind the locked door, and do not prevent the child from leaving the room if they wish to. At times, staff have locked areas of the home such as the lounge or kitchen, to prevent serious incidents from occurring. Children‟s risk assessments do not detail when an incident is serious enough to require this level of restrictive practice. Leaders and managers are clear that these restrictive strategies do not fit with the vision that they have for the home.

p.2

and young people since the most recent full inspection

The manager is supporting staff to use more proactive strategies when responding to children‟s behaviour. These strategies are starting to improve the children‟s experiences and progress. For one child, incidents that typically happen at bedtime are decreasing, as staff no longer remove the child‟s television but educate him about turning it off and the importance of going to sleep.

p.2

and young people since the most recent full inspection

Staff said that they feel supported in their role. However, leaders and managers have identified weaknesses in the quality and frequency of staff supervision. The manager has plans to make improvements in this area.
