p.1

This provision is inadequate

 The childminder and her assistant do not have sufficient knowledge of child protection and wider safeguarding issues, such as the 'Prevent' duty guidance, to protect children's welfare. The assistant does not know the procedures to follow to report a concern about a child's safety. These are also breaches of the Childcare Register requirements.  The childminder's assistant does not have a sufficient understanding and use of English to ensure the well-being of children in her care or to support their learning.  The childminder does not know what changes or significant events she is required to notify to Ofsted. This is also a breach of the Childcare Register requirements.  The childminder does not reflect accurately on her practice, to identify all areas where she needs to improve.  The childminder does not encourage parents to share children's development at home to enable them to plan together and support continuation of their learning.

p.1

This provision is inadequate

 The childminder does not help children to learn about the diverse world they live in beyond their own culture.

p.1

It has the following strengths

 The childminder is kind and caring and demonstrates an enjoyment of her work. Children enjoy her company and develop social skills as they happily include her in their play and discussions.  The childminder ensures that children get daily fresh air and exercise to help support their health and physical well-being.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 make better use of self-evaluation to identify all areas for development and improve children's outcomes  encourage parents to play a more active role in their children's learning, including what they can do at home, and use this to plan together to extend children's learning  provide children with more opportunities to learn about the diverse world in which they live.

p.2

Inspection activities

 The inspector observed the childminder and her assistant's teaching during a range of activities and what the children were learning.  The inspector looked at a sample of documentation, including the childminder's policies and the children's learning records.  The inspector spoke with children, the childminder and her assistant, at appropriate times during the inspection.  The inspector took account of the views of parents given in their written feedback to the childminder.  The inspector checked evidence relating to the childminder and her assistant's suitability to work with children.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is not effective. The childminder is unsure of her responsibilities with regard to protecting children against exposure to other people's extreme views of right and wrong. The childminder and her assistant have a limited knowledge of child protection procedures. The childminder takes some steps to develop her practice. For example, she has completed training and is aware of some of the weaknesses in her practice. However, she has not followed the local authority's advice to help her assistant develop her English language. For example, the assistant does not have sufficient English to call the emergency services when she has sole charge of children. Additionally, the childminder is not aware of changes and events she should notify to Ofsted. She does not encourage parents to share what their children know at home or involve them in planning for their children's progress. This dilutes the continuity children receive in their learning, both in the

p.4

Quality of teaching, learning and assessment requires improvement

The childminder provides a range of age-appropriate resources and activities which supports children's learning. For example, children concentrate and are interested in play dough and making shakers with natural resources. The childminder observes, assesses and identifies children's next steps in learning. During group activities, the childminder supports older children's understanding of early mathematics. For example, children sing number songs and use their fingers to count. Overall, partnerships with parents are effective and parents speak favourably of the setting. Although the assistant speaks to children in their home languages, she does not speak English well enough to support children and teach them in English.

p.4

Personal development, behaviour and welfare are inadequate

The childminder and her assistant do not assure children's welfare. Nonetheless, children behave well, are kind to one another and learn to play cooperatively. The environment is inviting, safe and well laid out. The childminder cooks a range of healthy meals and children enjoy eating nutritious food. Children receive regular praise from the childminder and her assistant, which helps to boost their confidence and self-esteem. However, the childminder does not give children a wide range of opportunities to begin to learn about those who are similar and different to themselves.

p.4

Outcomes for children require improvement

Overall, children make steady progress in their learning from their starting points. The planned activities do not focus on what children already know and need to learn next and do not cover all areas of learning sufficiently. For example, children have limited opportunities to learn about the diverse world in which they live. They gain some confidence in their abilities. For example, younger children learn to take risks, climb up slides and work on their physical development. Children develop skills for their future learning. For example, they listen and follow instructions, take turns and form friendships.
