Inspection report for children’s home – monitoring visit: SC034480 1 SC034480
p.1
Norfolk County Council Children’s Services
Monitoring visit Inspected under the social care common inspection framework
p.1
Information about this children’s home
A local authority owns and operates this home. The home provides emergency and short-term placements for up to four children who have emotional and/or behavioural difficulties.
p.1
This monitoring visit
This children’s home was judged declined in effectiveness at the interim inspection on 10 January 2018. A compliance notice was issued under section 22A of the Care Standards Act 2000 in relation to regulation 13 (the leadership and management standard), and a notice restricting accommodation was served under section 22B of the Care Standards Act 2000. The provider has taken immediate action to address the concerns raised.
p.1
This monitoring visit
Since the last inspection, the manager has fully addressed and met the requirements and recommendation raised to good effect. The manager and the staff team have reviewed and updated policies and procedures. One remaining regulatory requirement set at the last inspection remains unmet. The deadline for this requirement has not yet passed. The progress made will therefore be monitored at the next inspection. This requirement is in relation to internet access.
p.1
This monitoring visit
Management oversight and monitoring of records in the home have significantly improved. For example, the records of physical restraint, children who go missing and measures of control have been reviewed and completed in full. This gives the manager the ability to take prompt action to deal with problems and to fully understand the impact on children’s well-being.
p.1
This monitoring visit
The manager and the staff have addressed incidents and risk-taking behaviour to good effect. This has had a significant impact, resulting in a reduction in the amount of risk-taking incidents occurring and reducing the levels of emergency calls to the Inspection report for children’s home – monitoring visit: SC034480 2 police. For example, there have only been five episodes of children going missing from the home and no children have been partaking in criminal behaviour. This practice has had a positive impact on children’s safety and well-being.
p.1
This monitoring visit
Children have made progress in key areas, such as their education and engagement with staff. For example, one child is now attending their education provision on a daily basis and is engaging in activities in the community and the home. During the visit, the inspector observed good interactions between a child and staff, resulting in the baking of a delicious cake.
p.2
This monitoring visit
The matching of placements and the admissions and discharges of children could not be measured at this inspection due to the restriction imposed, and will therefore form part of the monitoring process of future inspections.
