She does not adequately assess risks within the premises, such as access to the kitchen.  The provider does not have appropriate arrangements to recruit staff as she is not aware what qualifications are acceptable to meet requirements.  The provider does not accurately maintain the required records of the children's hours

of attendance and the names of the staff caring for them.  The provider does not consistently follow appropriate hygiene procedures.  The provider does not have an accurate understanding of children's individual abilities. p.2

Inspection activities

 The inspector observed children in the main play areas.  The inspector spoke with the provider, staff and children at appropriate times during the inspection.  The inspector looked at a sample of documents, including those available for staff suitability, staff qualifications and children's assessments.  The inspection took place as part of the risk assessment process.

p.3

Effectiveness of the leadership and management is inadequate

The provider does not make effective use of her training and qualification to support the safe and efficient running of the provision. Safeguarding is ineffective. On the day of the inspection, the provider was working alongside the cleaner, who was being counted as a member of childcare staff. The cleaner had not been subject to an enhanced Disclosure and Barring Service check, as required. Recruitment arrangements are not effective. The provider lacks knowledge of which qualifications staff require to meet the legal requirements to be classed as a qualified member of staff. At the start of the inspection, a child was left alone in a room behind a closed door while the provider went to open the main gate. This arrangement was unsafe and caused the child significant distress. The provider maintains a record of children's attendance, but this is not accurate. In addition, she does not understand the requirement to ensure that a record is maintained of the

names of staff caring for children. The provider does not undertake any meaningful self- evaluation to monitor the quality of her provision and to identify and address where improvement is needed.

p.4

Quality of teaching, learning and assessment is inadequate

The provider does not implement appropriate educational programmes to support children's learning. She does not understand how to accurately track children's starting points and progress to identify what they need to learn next. Poor adult interaction and a lack of resources create an uninspiring atmosphere and children become bored, unsettled and unhappy. For example, during the inspection the provider left children to play in the role-play area but there were no items to play with. They were unable to create a game and no learning took place. Other resources available are too young for the children at the nursery and do not support their learning or enjoyment adequately.

p.4

Personal development, behaviour and welfare are inadequate

The provider does not support children's self-esteem or welfare sufficiently. She fails to consider the impact of leaving a child alone in a room unsupervised, and fails to comfort them when they become distressed. The child who was left alone had access to the kitchen areas. The provider had not considered, or taken action to address, the risks to their safety. The provider does not follow appropriate hygiene arrangements. During the inspection, a child had a toileting accident while wearing a dressing-up costume. The child was cleaned and changed, but was redressed in the soiled costume. This did not support the child to learn good hygiene practice effectively.

p.4

Outcomes for children are inadequate

Children fail to make sufficient progress with their learning and development. They are not prepared well for the next stage of their development. Children do not settle at activities as they become distressed or are bored. The environment is not conducive to learning as children are left unsupervised at times and resources and interactions from adults are poor.
