p.1

This provision is inadequate

 Leaders do not implement risk assessments effectively, as a result prompt action is not taken to remove hazards in the nursery.  The manager and deputy are not yet competent to manage the nursery, as a result key actions that need to be taken to ensure that children are safe are not routinely happening.  Leaders do not ensure that the key person system is operating effectively and communication with parents is inconsistent.  Attendance registers for staff and children are not accurately completed as they arrive at the nursery.

p.1

It has the following strengths

 Children have regular opportunities to develop control of their movements as they play and explore in the secure outdoor play area.  Staff plan and deliver activities that interest and challenge children. Children make good progress while at the nursery.  Children are settled at the nursery. They have positive relationships with staff.  Older children actively engage in well-planned and presented activities.  Staff working with younger children make good use of what they know about children’s learning to provide activities that capture their interest and aid their development.

p.1

What the setting needs to do to improve further

The provision is inadequate and Ofsted intends to take enforcement action

p.2

What the setting needs to do to improve further

We intend to take steps to cancel registration.

p.2

Inspection activities

 The inspector observed activities in both rooms of the nursery and the outdoor area.  The inspector spoke to members of staff and children at appropriate times during the inspection and held a meeting with the manager and one of the directors of the nursery.  The inspector carried out a joint observation with the manager.  The inspector took account of the views of parents spoken to on the day of the inspection.  The inspector looked at children's records, evidence of the suitability of staff working in the nursery and a range of other documentation.

p.2

Effectiveness of the leadership and management is inadequate

This is the third consecutive inadequate inspection outcome for the nursery. As a result of this Ofsted is taking action to cancel the provider's registration. The arrangements made by senior leaders for safeguarding are not effective. Despite changes being made to risk assessment documentation since the last inspection, managers and staff still do not identify risks in the nursery effectively. Bedding and cushions used for children to sleep on are not kept clean, creating a risk of cross infection. Hazards such as trailing telephone wires and bent metal air grills with sharp edges were not identified soon enough, as a result children have been put at potential risk of harm. As staff and children arrive at the nursery attendance registers are not completed promptly. As a result inaccurate records were used to check the number of children in rooms or outdoors: this is unsafe. The newly appointed manager and deputy are still being inducted

into their roles and are not yet capable of running the nursery without extensive support from one of the directors. Even with this support children are not being safeguarded effectively. One of the directors checks the quality of staff's work. Staff have regular supervision meetings with her. They receive feedback on their work and have targets set for their development, resulting in some positive changes. For example, outdoor play has been improved following one staff member taking responsibility for reviewing it.

p.3

Quality of teaching, learning and assessment is good

Well-qualified and knowledgeable staff assess children's development accurately. They understand how young children learn. As a result, they recognise what children's current interests and fascinations are and use them effectively in planning sessions that help to close gaps in children's development. For example, a child who has special educational needs and/or disabilities was banging a pencil on paper. Staff provided a hammer and peg set to give focus to the child's actions and to help to develop their hand eye coordination. Older children benefit from carefully planned and coordinated activities. A Chinese New Year theme was used to introduce children to other cultures. Staff skilfully used artefacts and children's recent experience of celebrating Christmas to help them to identify similarities, and to explore the differences, between Chinese and English cultures. Babies and toddlers enjoy playing with dough. They learn from staff who show them what to do

p.3

Personal development, behaviour and welfare are inadequate

The failure of managers and staff to identify hazards in the nursery puts children's welfare at risk. The key person system at the nursery is not fully functional. Changes in staff and the staff structure have disrupted previous arrangements. As a result, some parents are unclear who their child's key person is. In addition to this, other methods used to communicate with parents, such as daily diaries and the electronic learning journey, are not used consistently. This leads to parents being unclear about their child's day at nursery and their progress. Staff praise children throughout the day, they are caring and their attention to children’s personal care needs is good. They understand the routines of the nursery day and respond to staff requests positively. When staff are concerned about a child's development they take steps to gather information for managers, who take prompt action to seek advice and support from other professionals.

p.3

Outcomes for children are good

Children make typical progress from their starting points. Children who are at risk of falling behind typical development for their age are catching up. Babies' and toddlers' speaking and listening skills are developing well. They enjoy listening to stories being read from a book and respond to staff's simple questions about stories with one or two word answers. They show an interest in counting, and repeat number names as staff count items with them. Older children dress themselves for outdoor play. Their literacy and numeracy skills are developing well. Children are interested in letters and the sounds they represent and are beginning to write their name. They count items accurately to numbers beyond 10.
