This provision is inadequate
Children’s welfare is placed at risk of significant harm. Management and staff do not follow policies and procedures for reporting and sharing concerns about children’s safety and welfare. Staff fail to implement correct procedures for administering medicines. As a result, children’s well-being is compromised. The provider’s induction procedures are weak. Staff do not have a clear understanding of their roles and responsibilities, with particular regard to safeguarding children. This places children at risk of harm in the event of a child protection concern. Supervision meetings are not effectively used to support staff to improve their knowledge and skills. Previous enforcement action has been raised in respect of this. The quality of teaching, in the pre-school room, including the planning of challenging activities has not improved since the last inspection. Staff do not have high expectations of children. Group activities are mundane and teaching does not build on
p.1
It has the following strengths
Children have daily opportunities for fresh air and exercise. Younger children climb the steps of the slide and enjoy sliding down. Staff in the baby room support children to improve their developing language skills. They share picture books with the children, and introduce new words as they play.

Inspection activities
The inspectors observed the quality of teaching during activities indoors and outdoors, and assessed the impact this has on children's learning. One inspector completed a joint observation with the provider. The inspectors held a meeting with the provider. They looked at relevant documentation, including the provider's self-evaluation and evidence of the suitability of staff working in the nursery. The inspectors considered the views of parents in discussions during the inspection.
p.2
Effectiveness of the leadership and management is inadequate
The arrangements for safeguarding are ineffective. The designated safeguarding lead has failed to inform the relevant agency of concerns regarding the safety and well-being of children. Staff identify possible signs and symptoms of abuse. However, they are not sharing child protection concerns with the designated child protection lead. This is because they do not know the correct procedures to follow. As a result, children are placed at potential risk of harm. On the day of the inspection staff did not follow nursery policy, or implement procedures for administrating medication correctly. Staff administered medication to a child without ensuring that written permission had been obtained. They did not know when the last dose of medicine was given. This places children at risk of harm, and compromises their health and well-being. The provider follows appropriate recruitment procedures and demonstrates that suitability checks are completed on adults

and staff connected with the provision. Most members of staff hold early years qualifications, however, this has limited impact on the quality of teaching. In particular, staff fail to sufficiently challenge children to progress in their learning and development in the pre-school room. Induction and supervision procedures not effective. The provider has failed to ensure that staff have effective safeguarding knowledge or offer enough support and coaching to improve the overall quality of their practice.
p.3
Quality of teaching, learning and assessment requires improvement
The quality of teaching is variable. Staff in the pre-school room do not plan well for children’s learning. Activities are sometimes mundane and rarely build on the children's interests. Staff do not have high expectations of children. They do not effectively extend children’s learning or provide sufficient challenge. For example, during play activities staff only count up to the number four with the children. Therefore, children who can count beyond four are not offered opportunities to build on what they already know. Staff interrupt children’s play for routine activities, such as circle time but do not plan this time well. Staff fail to ensure all children have the necessary resources to participate. This affects children's self-esteem, engagement and learning. Staff complete observations and assessments of the children, which supports them to identify gaps in their learning. Babies and younger children explore paint and develop their hand-to-eye coordination as they

learn to stack bricks on top of each other. They use chalks with growing precision and enjoy making marks on the chalk board.
p.3
Personal development, behaviour and welfare are inadequate
The weaknesses in the leadership and management of the provision compromise children’s safety and welfare. However, staff spend time getting to know the children and their families before they start at the nursery. For example, staff obtain information about children’s routines and what they already understand and can do. This supports continuity in the children’s care and transitions into the nursery. Older children sit together at meal times and develop appropriate social skills. Younger children are developing their early self-care skills. Staff encourage children to feed themselves and drink from a cup.
p.3
Outcomes for children require improvement
Overall, children make steady progress in their learning and development. However, as the quality of teaching is not consistent across the nursery, older children do not always make the best progress. Children are developing independence skills and appropriate manners. Older children lay the table for lunch and pour drinks for their peers. Babies develop good physical skills. They crawl, cruise and learn to walk aided by staff.
