and young people since the most recent full inspection
Since the full inspection in May 2017, a new manager has been appointed internally and is now registered to manage this home. An extensive handover was carried out by the previous registered manager, who is now the responsible individual within the region and is still very much involved with the home. The newly appointed registered manager manages this home and another nearby children’s home, also home to one child. There is a strong staffing structure which supports the manager in her dual responsibilities and which provides good levels of consistency to the child. The home has experienced a busy and difficult time over recent months, as the child living there has been unwell and his needs have changed significantly. The manager and staff have shown remarkable dedication, resilience and commitment to the child. They have sought specialist support and have escalated the need for the child to receive

appropriate medical investigations and assessments. These have now been scheduled and it is hoped that the outcome will provide a better understanding of how best to Inspection report children’s home: SC471058 2 support the child in the future. The manager and staff do not want the child to leave the home and hope that, if it is necessary for him to receive specialist support elsewhere for a period of time, he can return home once his condition stabilises. The child is strongly attached to several members of the team. He sees this as his home and does not want to leave. He told the inspector that he feels safe with staff and could not think of anything else they could do to help him. These comments were also echoed by his father, who sees his son regularly. There are at least two members of staff on duty at all times. The manager’s and a deputy’s hours are additional and there is always a deputy or team leader on duty. Due to an increase in staffing hours, new members of

staff have been appointed. They have settled well into the home and feel well supported. One of these newly appointed staff told the inspector how impressed he was with the dedication of the team to the child. There has been an increase in serious incidents in the home in recent months, including the use of physical restraints. Records are thorough and restraint is used as a last resort and at the lowest level possible. From discussions with the manager and staff, it was clear that very careful and considered decision-making takes place and practices are constantly reviewed. Clinical advice has been taken and professional meetings have occurred every two weeks. These actions have ensured that an open and shared approach has been taken to responding to the complex and changing needs of the child. The manager and staff are very reflective about their practice and have responded to the child’s needs in the best way that they can, and have been open to looking at ways

to make adjustments that might achieve improved outcomes. The manager has demonstrated strong leadership and a determination to secure the best possible outcome for the child in her care.

Information about this inspection
Inspectors have looked closely at the experiences and progress of children and young people. Inspectors considered the quality of work and the differences made to the lives of children and young people. They watched how professional staff work with children and young people and each other and discussed the effectiveness of help and care provided. Wherever possible, they talked to children and young people and their families. In addition, the inspectors have tried to understand what the children’s home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people whom it is trying to help, protect and look after.
