This provision is inadequate
Ofsted suspended the nursery's registration last year due to serious breaches of the safeguarding and welfare requirements, which the provider addressed. However, similar concerns are evident at this inspection, showing a poor ability to sustain improvements. Safeguarding procedures are weak. The provider/safeguarding lead does not understand her responsibility to protect children's welfare. She does not act promptly on all safeguarding concerns. She does not ensure that staff have an up-to-date knowledge of all safeguarding issues. Staff do not follow robust administration of medication procedures. The provider does not ensure that staff provide a safe environment for children to play in. Staffing is not organised to maintain minimum staff-to-children ratios. The provider does not ensure there is a qualified first aider on site at all times and that they accompany children on outings. Staff vetting and monitoring procedures are poor. The provider does not support staff

to identify and address weaknesses in their practice and the environment, this impacts greatly on children's safety, well-being and development. The provider does not ensure staff observe, assess and plan well enough to support and meet children's learning, and work with parents. Children make poor progress. Children do not always have access to daily outdoor play opportunities. The provider is not sufficiently aware of the circumstances under which they need to inform Ofsted. For example, they have not told them about building work currently being carried out.

Inspection activities
The inspection was carried out following Ofsted’s risk assessment process. The inspector held a meeting with the provider, who is also the manager and the designated member of staff for safeguarding. He looked at relevant documentation and evidence of the suitability of staff working in the nursery. The inspector observed the quality of teaching and staff's interactions with children in the baby room, and toddler and pre-school room. He assessed the impact of teaching on children's learning. The inspector completed a joint observation with the provider. He discussed self- evaluation with her. The inspector viewed parents' written feedback. He spoke with staff and children throughout the inspection.
p.4
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. The provider has a poor knowledge of her safeguarding responsibilities and procedures to follow. There have been occasions where she has not acted quickly enough to liaise with local children’s services, placing children at risk of significant harm. The provider’s safeguarding policy does not include a procedure for the safe use of visitors' cameras and mobile phones, putting children at risk of unauthorised photographs being taken of them. Staff's training on all aspects of safeguarding legislation is poor. Staff do not know how to prevent children and families being drawn into the extreme views of others. The provider and staff have a very weak understanding of all types of abuse, specifically female genital mutilation, so cannot identify children who are at risk. Safer recruitment procedures are not robust. Although the provider has completed a Disclosure and Barring Service check for all staff, she has not carried out all vetting

Effectiveness of the leadership and management is inadequate
checks on those who have recently started working at the nursery. The provider is not able to demonstrate that she has vetted all staff robustly to show they are suitable to work with children. This includes checking that they are not disqualified as the organisation of records is ineffective, and they are not accessible or available for inspection. The provider has recently given the responsibility of organising staffing to the deputy manager. However, she has not ensured the deputy is able to do this. On the morning of the inspection, there were not enough staff for the number of children present. The provider and deputy were not aware of how many children were due in, to enable them to staff the nursery accordingly. When too many children arrived, she did not take action to keep children safe, and continued to allow parents to drop their children off. Staff induction is not effective and some staff have received no training at all. Staff are not

fully aware of their roles and responsibilities to promote children's health, safety and well- being. The provider is not aware of the requirement to notify Ofsted of changes that impact on the quality of childcare provided. She has not advised them of building works at the nursery. Children do not currently have access to the garden, staff do not provide children with other daily outdoor activities instead. The provider has ensured children do not have contact with those completing the building work. Supervision of staff and evaluation of the nursery provision is inadequate. Staff do not receive any support to develop and improve their skills. There are significant weaknesses in their practice that are unidentified or not addressed. The provider has not done enough to improve the provision and plans for improvement lack rigour to tackle areas of significant concern.
p.5
Quality of teaching, learning and assessment is inadequate
Teaching is not matched to children's needs. Although there is a system to identify children's starting points, the provider does not ensure that staff use this to establish children's capabilities when they start. Staff do not plan effectively for children's learning from the outset. Staff complete some observations of children. However, they do not use these to identify children's next steps in learning and monitor their levels of development. Staff are not aware of any gaps in children's learning, meaning children fall behind and do not reach the expected levels of progress. Staff provide some activities for children, such as making collages with art materials and writing letters. However, staff repeat the same activity throughout the day with the same range of materials. Children lacked motivation to learn and staff are not responsive to children's current learning needs. For some children, the activities are not suitable for their current stage of development and they

cannot succeed in their learning. Children do not receive the support they need, lack engagement and, as a result, get up and leave activities. Staff are aware of the need to complete the progress check for children aged between two and three years. However, these are not completed in a timely manner and parents and other professionals, such as health visitors, do not receive the required information about children's learning. Staff share some information about children's learning with parents. However, information shared with parents is not accurate, which hinders parents’ ability to guide their child’s learning at home.
p.6
Personal development, behaviour and welfare are inadequate
Children's safety is significantly compromised. The provider is aware that there must be at least one member of staff trained in paediatric first aid. However, there are regular periods of the day and outings that children have been on where a first aider has not been present. The provider has failed to ensure that staff follow the correct procedures for administering medication to children. Staff have not sought written permission from parents to give some medications to children. The provider does not ensure risk assessments are thorough and that staff check risks regularly. For instance, the deputy manager did not identify low hanging wires from a music player in the baby room as a hazard, placing children at risk. The nursery premises are secure, including the perimeter fencing. However, the environment overall is not stimulating. Staff in the toddler and pre- school room have created some different areas to promote children's play, such as a role-

Personal development, behaviour and welfare are inadequate
play area, where children pretend to be doctors. However, the baby room is messy. Resources are of poor quality and are not organised in a welcoming manner. Babies are not stimulated to play and learn. Children's behaviour is subdued. They lack interest and enthusiasm in their play. Staff manage any conflicts of behaviour and record any accidents or incidents appropriately. Staff are aware of some aspects of children's care needs. Those working in the baby room follow children's routines from home to help promote some continuity in their care at nursery.
p.6
Outcomes for children are inadequate
Children are not adequately prepared for the next stage in their learning, including school. Their progress is slow, including those for whom the nursery receives funding. Babies do not receive the support or interaction they need to be confident communicators. Older children learn to link some letters to words. However, the lack of appropriate support and challenging activities mean they cannot concentrate from the beginning to end of activities. Children lack motivation to be active and keen learners.
