This provision is inadequate
The childminder has failed to supply Ofsted with all the required information, in a timely manner, to allow them to check the suitability of an assistant working unsupervised on the premises when children are present. The childminder has seriously compromised children's safety and well-being by leaving them in the sole care of an assistant who does not yet hold a valid paediatric first-aid qualification. Although some measures have been taken by the childminder to remove hazards to children from building works on her home, some risks to children have not been minimised. The childminder does not always take account of children's interests, age and stage of development when planning activities. She does not consistently provide them with suitably challenging activities that meet their individual learning needs. Self-evaluation is ineffective. Significant weaknesses are not identified and addressed
p.1
It has the following strengths
The childminder is caring and friendly. She gets to know children well and interacts with them positively. Children are settled, happy and enjoy attending. Partnerships with parents are appropriate. The childminder tells them about what their child has enjoyed, so that they can extend their child's learning at home.

What the setting needs to do to improve further

p.2
Inspection activities
We carried out the inspection as a result of a risk assessment following information we received about the provider. The inspector observed the quality of teaching during activities and assessed the impact this has on children's learning. The inspector observed a planned activity and jointly evaluated this with the childminder. The inspector checked evidence of the suitability of the childminder and her assistant and of their qualifications. The inspector asked the childminder questions about her practice at appropriate times throughout the inspection. The inspector took account of the views of parents through written feedback.
p.2
Effectiveness of the leadership and management is inadequate
The childminder lacks a clear understanding of her responsibility to meet the requirements of the early years foundation stage. The childminder has not completed the process of providing Ofsted with the required information about an assistant who works on the premises, and has regular contact with the children. Consequently, their suitability has not been checked by Ofsted. Furthermore, the assistant does not hold a paediatric first-aid certificate. This puts children at risk of harm. The arrangements for safeguarding are not effective. The childminder does, however, keep her child protection knowledge updated. For example, she knows how to identify and respond to different signs and symptoms of neglect or abuse. The childminder does not effectively reflect on her practice, she does not identify any weaknesses or make improvements to the quality of her provision.
p.3
Quality of teaching, learning and assessment requires improvement
The quality of teaching is variable. The childminder does not consistently plan activities that take account of children's interests, age and abilities. Children are not always provided with appropriate levels of challenge to effectively promote the next steps in their learning. Children do not reach their full potential. However, the childminder regularly observes children's learning and, overall, monitors their progress. The childminder works alongside her assistant and provides her with guidance to meet children's learning and development needs. Children enjoy creative activities and building structures with blocks. They spend time exploring paint with brushes, rollers and stampers. The childminder helps the children to use the tools appropriately. Children develop their physical skills. They walk to the local wood and enjoy outings in the local community.
p.3
Personal development, behaviour and welfare are inadequate
Children's safety and welfare is seriously compromised due to significant weaknesses in safeguarding practice. The childminder's assistant is not qualified to administer first aid to the young children left in her sole care while the childminder takes older children to school. The childminder has not taken all necessary steps to minimise all risks to children in the home while building work is being carried out. Despite this, the childminder is kind and attentive. Children feel comfortable in her home. They have daily opportunities for outdoor play in nearby parks and recreational areas. Children receive praise from the childminder, which helps to promote their emotional well-being and increases their self- esteem. The childminder promotes healthy eating.
p.3
Outcomes for children require improvement
Children do not consistently make enough progress and they are not always offered suitable challenges in their learning and development. Children behave well. They use good manners, share and learn to tolerate others. Children listen to and follow instructions. Their communication skills are developing steadily and they develop some skills to support their move on to nursery.
