This provision is inadequate
The provider has a poor knowledge of the safeguarding and welfare requirements. She does not ensure there is an appropriately trained lead person for safeguarding and a suitable deputy in place at all times. She does not recognise that the breaches of requirements have a significant impact on children's safety and well-being. Induction and supervision procedures are not effective in ensuring that all staff have a secure understanding of their roles and responsibilities, including the safeguarding procedures, to promote the safety, welfare and learning of children effectively. The provider does not take appropriate steps to ensure that children are not exposed to potential hazards. She is not able to demonstrate how they manage risks and the action taken to minimise them. This places children at further risk. Staff are not sufficiently well deployed to support and supervise children. The ineffective key-person system means that links with parents are not strong enough to

ensure that children's care and learning needs are met. Staff do not ensure that planned outdoor activities are available on a daily basis to support children's good health and well-being. Staff do not complete regular and precise assessments, or plan effectively for children's learning. They do not support children sufficiently to help them learn the important skills needed for their next stages in learning. Outcomes for children are poor.

Inspection activities
The inspection was carried out as part of a risk assessment process, following information received by Ofsted. The inspector spoke with staff and children during the inspection. The inspector invited the provider to carry out a joint observation. She observed the quality of teaching during activities indoors. The inspector discussed and evaluated the impact this has on children's learning with the provider and staff. The inspector met with the provider. She looked at relevant documentation and evidence of the suitability of staff working in the nursery. The inspector spoke to a small number of parents during the inspection and took account of their views. The inspector had a tour of the premises with the provider.
p.3
Effectiveness of the leadership and management is inadequate
Arrangements for safeguarding are ineffective. The provider does not monitor the quality of the nursery to identify weaknesses and take sufficient steps to address these. Action has not been taken to ensure that there is a person in place who is appropriately trained in child protection to take the safeguarding lead at all times. Consequently, there is no one able to take responsibility or provide support, advice or guidance to staff should an issue arise. Furthermore, the provider has not ensured that there is a named deputy in place who is competent and qualified to take charge in the manager's absence. Induction training is not effective in ensuring that staff have a good understanding of their roles and responsibilities which places children at significant risk. They do not have a clear knowledge of child protection procedures and wider safeguarding issues to ensure they know what to do in the event of a concern about a child's welfare. The provider is unable

to swiftly identify and tackle underperformance of staff because she does not offer an effective programme of support, training and coaching. As a result, staff are not able to consistently meet children's care and learning needs. The provider has not recognised or taken reasonable action to ensure that children are not exposed to risks. This is specifically related to children using facilities outside the nursery, including the soft-play area, which is also used by members of the public. This means that children are at risk of coming into contact with adults who have not been vetted. However, appropriate suitability checks are completed on staff. In addition, the provider has recently accepted support and guidance from the local authority to begin improving the quality of the provision and outcomes for children.
p.4
Quality of teaching, learning and assessment is inadequate
Staff's observation and assessments of children's learning and development is infrequent and inaccurate and not effectively monitored by the provider. Staff do not take into account children's individual skills and interests when planning or providing learning opportunities. Activities are not planned or matched to individual children's needs or their next steps in learning. Children are not suitably challenged, so become disengaged and demotivated in their learning. Although staff are qualified, the overall quality of teaching is poor. Interactions with children are short lived, although on occasion some are positive. Staff have a limited knowledge and understanding of what individual children know and can do. They are unsure how to reshape and extend activities to improve children's learning and to help them to make good progress. That said, children have access to a selection of appropriate toys, resources and equipment. Younger children enjoy collecting

items that interest them to fill 'shopping trollies', which they push from one end of the room to the other. Older children briefly use their fingers to create shapes and the initial letters of their names in the sand.
p.4
Personal development, behaviour and welfare are inadequate
The provider does not promote children's safety and welfare adequately due to weaknesses in her knowledge and understanding of the safety and welfare requirements. The deployment of staff is poorly managed and the key-person system has not been effectively implemented. Staff are not clear of where they are based and who or what they are responsible for. Children are moved from one room to the next. They are not supported to become familiar with their surroundings. They are not able to build relationships with staff, so that they feel safe and secure. Although staff attend to children's care needs appropriately, such as nappy changing, they are not attuned to when children need additional reassurance or comfort. Young children rely heavily on comforters from home for the duration of their time at nursery. Children's emotional well-being is not effectively supported. Children do not have enough opportunities to play outdoors, be

physically active or exercise to support their good health. Although staff have recognised that the garden area is not suitable for use, they have made no attempt to plan and provide alternative outdoor activities for children. Staff encourage children to follow appropriate personal hygiene routines, such as washing their hands before eating and after using the toilet.
p.5
Outcomes for children are inadequate
Assessments of children's development are weak and their next steps in learning are not accurately identified and planned for. Children are not sufficiently challenged and do not make enough progress to help prepare them for moving on to school. Although they enjoy using the resources on offer and playing alongside other children, they do not maintain their interest in activities for sustained periods of time. Children are not sufficiently motivated or engaged in their learning to make sufficient progress.
