Inspection report children‟s home: SC460063 1 SC460063 Registered provider: Cambian Childcare Limited Interim inspection Inspected under the social care common inspection framework

p.1

Information about this children’s home

This home is registered to provide care for up to five children and young people who have emotional and/or behavioural difficulties. There is also a school on-site. A private company operates the home.

p.1

Judgement at last inspection: declined in effectiveness

Date of last inspection: 30 October 2017

p.1

Enforcement action since last inspection:

Restriction of Accommodation Notice issued on 2 November 2017 Monitoring Visit on 11 December 2017

p.1

and young people since the most recent full inspection

This home was judged requires improvement to be good at the last full inspection. At this interim inspection, Ofsted judges that it has sustained effectiveness.

p.1

and young people since the most recent full inspection

The five requirements made at the last interim inspection on 30 October 2017 that were subject to a compliance notice, were inspected at a monitoring visit on 11 December 2017 and found to have been met. Nevertheless, two further requirements and two recommendations were made to reflect learning and development areas for staff. The restriction of accommodation placed on the home at the last interim inspection means that, following the departure of two young people, there is only one young person currently resident in the home.

p.1

and young people since the most recent full inspection

The staff team members are now fully aware that they should not bring, or use, their personal technology into the home for young people to use. This provides safeguards Inspection report children‟s home: SC460063 2 while enabling staff to understand the impact of the quality of their care on the young people‟s progress.

p.1

and young people since the most recent full inspection

There are improvements in the recording of conversations between the acting manager and staff members, including when decisions are reached. In addition, further safeguarding training has been arranged for all of the staff team members and the whistleblowing policy and code of conduct has been reissued. The young people‟s safety is promoted by these measures.

p.2

and young people since the most recent full inspection

Although the young person‟s comprehensive day-to-day care and behaviour management plans are good, they still have not been shared with the young person. This does not allow him to have an understanding of what is expected of him, nor for him to actively contribute towards his records.

p.2

and young people since the most recent full inspection

Staff members attended recording and reporting training on 12 December 2017 which had been tailored around the physical intervention training log. This should improve their practice. There have not been any restraints since the last visit, therefore it is difficult to ascertain whether there will be an improvement in the quality of recording at this time.

p.2

and young people since the most recent full inspection

There has not been a permanent manager in this home since April 2017. The acting manager withdrew her application in October 2017, after being absent for a period of time, and has now left the organisation. A manager from another home within the company has been providing support to staff and his input has led to some improvements, but this has not been sufficient. The staff team members, many of whom were new to the home, have had to cope in sometimes very difficult circumstances without appropriate managerial oversight. A staff member said, „It is strange coming into an establishment that doesn‟t have a manager or an assistant manager.‟

p.2

and young people since the most recent full inspection

There have been a number of staff changes over the past year. It is of concern that out of the 12 members of staff currently employed to care for the young people, only one of them has the requisite level 3 qualification and the majority had not worked in residential childcare before being employed in this home. Nevertheless, the staff team members work together to provide the best possible care for the young people. Their commitment allows them to build the rapport necessary with the young people to allow them to feel safe and start to make progress. A staff member said, „I‟ve found the team to be very supportive and we‟ve all stuck together through difficult times and they were difficult.‟

p.2

and young people since the most recent full inspection

Although there have been some recent improvements in arranging supervision for staff members, new staff have not had enough formal sessions. It is also not evident whether all of the staff team members have had their annual appraisals in a timely manner. This lack of managerial oversight has led to situations where staff are not clear as to their responsibilities and does not provide them with the support they need to fulfil their roles. One staff member said, „I‟ve had only one full supervision,‟ and another „I don‟t feel I‟ve had enough supervision.‟

p.2

and young people since the most recent full inspection

The young people reside in a spacious home set in its own grounds. A great deal of Inspection report children‟s home: SC460063 3 refurbishment is taking place at present to rectify damage caused by young people. New carpets, curtains and kitchen and lounge furniture is contributing to a more homely feel. However, it is not clear whether all of the staff and the young people have participated in regular fire drills. Therefore, they may not know what to do in case of an emergency.

p.2

and young people since the most recent full inspection

The caring staff team members are conscious that the young person could be lonely now that the other residents have moved on. They have worked hard with the young person to engage him in positive activities and prepare him for transition to his home locality. Consequently, there has been a marked decrease in unsafe behaviours. There has only been one occasion when the young person was late home from free time and was reported as missing, which is a significant improvement on past episodes.

p.3

and young people since the most recent full inspection

The good use of restorative practice is enabling the young person to choose his own consequence for inappropriate behaviours. Consequently, there have not been repetitions of negative actions and the young person is responding well to positive praise and direction. As a result, physical interventions have not been necessary, which further enhances positive relationships between the young person and staff.

p.3

and young people since the most recent full inspection

The one remaining young person has been making good progress in developing an understanding of the impact his past behaviours have had on his life. He is attending school daily and has embarked on a fitness regime at the local gymnasium. This growth in self-awareness is enabling the young person to participate in more positive activities, which enhance his future life chances. A headteacher said: „When he first came he was virtually a non-reader and now he has passed his EL3 English. His attendance is good. The biggest thing for him is him engaging with staff because that is something he didn‟t do before.‟

p.3

and young people since the most recent full inspection

The acting manager and staff have been working with the young person‟s placing authority to identify a suitable foster care provision for him to transition to. In preparation for this, they have facilitated increased contact arrangements with family members, including a lengthy overnight stay over the Christmas period. This ensures that the young person is able to maintain important familial and cultural links.

Information about this inspection

Inspectors have looked closely at the experiences and progress of children and young people. Inspectors considered the quality of work and the differences made to the lives of children and young people. They watched how professional staff work with children and young people and each other and discussed the effectiveness of help and care provided. Wherever possible, they talked to children and young people and their families. In addition, the inspectors have tried to understand what the children‟s home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people whom it is trying to help, protect and look after.
