Inspection report for children’s home – monitoring visit: SC476267 1 SC476267
p.1
Cambian Childcare Limited
Monitoring visit Inspected under the social care common inspection framework
p.1
Information about this children’s home
This children’s home is registered to provide care for up to five children who may have emotional and/or behavioural difficulties. The home is owned by a large social care provider.
p.1
This monitoring visit
At the inspection on 20 and 21 November 2017, the home was judged to be inadequate. As a result, Ofsted suspended the home’s registration from 24 November 2017 to 24 February 2018, and made 12 requirements. All four children who were in placement during the inspection were discharged by 24 November 2017. The registered manager has not admitted any further children to the home and all staff have been reallocated to the provider’s other homes for the period of the suspension of registration.
p.1
This monitoring visit
The responsible individual and registered manager have started work on an action plan. The registered manager has made progress in addressing most of the shortfalls which were identified at the last inspection. However, there has not been progress in some areas.
p.1
This monitoring visit
The responsible individual and registered manager have not ensured that there is a full staff team. Currently, there are five vacancies out of a team of twelve. Three staff have been recruited: two to start in January 2018 and one to start in February 2018. However, full and satisfactory information has not been received for two members of staff who have begun their employment with the organisation. Failure to follow safer recruitment practice creates the potential for unsuitable people to be recruited and given the opportunity to harm children or place them at risk.
p.1
This monitoring visit
The registered individual has not supervised the registered manager since the last Inspection report for children’s home – monitoring visit: SC476267 2 inspection. This does not provide appropriate support and supervision for the registered manager while she is both addressing the numerous shortfalls raised at the last inspection and supporting the staff team. This does not create the professional development or right environment for good practice to thrive.
p.1
This monitoring visit
The registered manager has begun the process of addressing shortfalls in the staff’s skills. Staff have completed training in some areas, including recognising when bullying is happening between children and safeguarding. The registered manager has arranged further training, most of which is planned for completion by the end of February. As no staff are currently working in the home, it has not been possible during this monitoring visit to establish the progress they have made regarding their understanding and skills, particularly their understanding of the home’s statement of purpose, and working as a team effectively. The registered manager continues to have team meetings to encourage staff to invest in the team. However, two members of staff have made it clear that they are considering leaving the home. This will further exacerbate the staffing difficulties.
p.2
This monitoring visit
At the last inspection, the inspectors noted that the home’s commercial bins were located in front of a child’s bedroom and partially obscured their window, thus posing a risk to their health. The registered manager has made no progress in addressing this issue and the bins remain in situ.
p.2
This monitoring visit
The registered manager and staff team supported the children to move on from the home when the home’s registration was suspended. One social worker was positive about how this transition was managed, and said, ‘Staff managed the transition well, they ensured my young person had all their things with them. They provided support so they were not worried and were comfortable when they arrived in the new environment. The registered manager has emailed us to see how they are getting on.’
p.2
This monitoring visit
The registered manager has reviewed all existing risk assessments for the children who have been discharged. She has demonstrated that she can evaluate and review risks and record how identified strategies will ameliorate these risks. She has taken steps to ensure that children’s wishes and views will be captured and responses explained. She has also bought ‘worry bears’ for children to use if they are unable or unwilling to use the complaints procedure. The registered manager has reviewed the complaints leaflets so that they are more child friendly and accessible.
p.2
This monitoring visit
The registered manager has addressed the concerns regarding fire safety. The home’s boiler is now positioned away from the storeroom. The home is currently in the process of being refurbished.
