p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The childminder continues to lack knowledge of a number of statutory requirements for the Early Years Register and the Childcare Register. She has not met previous welfare requirements notices. This demonstrates a poor capacity to be able to make improvements. The childminder continues to fail to obtain all children’s personal details when they start in her care. On the day of the inspection she had begun to care for children without knowing their dates of birth or correct address. In addition, she had no information regarding children’s individual health or dietary needs. The childminder continues to lack a clear understanding of the important of keeping an accurate record of the children’s attendance. These omissions place children’s safety and welfare at significant risk. The childminder has informed Ofsted of changes to adults working in the home and her new assistant has a suitable Disclosure and Barring Service

check completed. However, she has not completed all the required forms to enable Ofsted to carry out further suitability checks, such as social services and health checks. The childminder has not obtained all parents’ permission for the assistant to be in charge of their children. On the day of the inspection she allowed the assistant to complete a school pick up alone, without parental agreement.

p.4

Quality of teaching, learning and assessment is inadequate

Although the childminder has completed some training on the learning and development requirements since her last inspection this has not raised the quality of teaching to a good enough level. The childminder does not discuss children’s developmental starting points with parents when they first join the setting.. This results in her not knowing what children are interested in or what their capabilities are. During the inspection the television is on constantly. The childminder is unaware that this background noise effects children’s concentration. She provides a range of toys to encourage children to explore. For example, they play with cars and manoeuvre them down the garage ramp. She plans termly themes to encompass the areas of learning for most of the children. However, she does not include children who also attend other settings into this planning. Furthermore, she does not work closely enough with these settings to provide appropriate learning

experiences in the home. As a result, opportunities for these children to re-inforce their learning from other settings is limited.

p.4

Personal development, behaviour and welfare are inadequate

The weaknesses in leadership and management continue to significantly compromise children’s welfare. For example, as the childminder fails to get information from parents about very young children’s needs, she does not know how they communicate when they need a drink. Furthermore, she does not make sure drinking water is visible for children so that they can indicate their needs. Despite the weaknesses in the provision children are well behaved. They are beginning to show consideration for others as they share the toys. The childminder completes the two-year-old progress check, and shares this with parents. She keeps parents informed about their children’s day verbally and by text message.

p.4

Outcomes for children are inadequate

Children do not make adequate progress due to weaknesses in teaching. They are not well prepared for the next steps in their learning as the childminder fails to get sufficient information from parents to get to know the children and plan for their individual needs. She also fails to work in partnership with other settings to ensure she plans appropriate learning experiences, for example, for children who attend part-time school.
