Inspection report for children’s home - monitoring visit: SC472465 1 SC472465

p.1

Cambian Childcare Ltd

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

The home is part of a large limited company. It provides care for up to five children and young people who have emotional and/or behavioural difficulties.

p.1

This monitoring visit

This home was last inspected in December 2017 and was judged inadequate. Ten requirements were made as a result of this inspection. A notice restricting accommodation was also put into place. This monitoring visit took place to evaluate the provider’s response to the requirements. Two young people have moved out of the home since the last inspection. The registered manager has ensured that good progress has been made since the last inspection. As a result, the vast majority of the requirements have been met. Young people now benefit from more personalised care. For example, key-working sessions now have a clear link between the placing authority’s care plan and the work being delivered in the home. Young people now have better arrangements for spending time with their family and friends. This means that young people are now making better progress with regards to developing their relationships and familial connections. Similarly, the views,

wishes and feelings of young people are now better embedded. Weekly house meetings, in addition to regular individual sessions with young people, ensure that there are clear mechanisms for capturing, and acting on, the views of young people. These views inform the home’s development and ensure that young people know that their opinions matter and are heard. The registered manager has clear development plans in place and ensures that these are regularly reviewed. All young people are in education and maintain good attendance. There are clear routines, and expectations, for young people to make progress educationally. Where young people have days off from college, as part of their normal timetable, staff ensure that young people are occupied and complete work in line with their Inspection report for children’s home - monitoring visit: SC472465 2 developing independence. Young people’s healthcare has improved. All young people’s health plans have been

reviewed and are up to date. When young people require additional health support, the staff team ensures that this is put into place and meets any identified needs. This has been further improved through better liaison with the organisation’s clinical therapy team, and members of the team now regularly base themselves at the home. Young people told the inspector that they are able to access this support flexibly and like having the freedom to do so. Relationships between young people and staff are improving. Since the last inspection, there has been a marked reduction in incidents. Restraint has not been used and sanctions are rarely applied. Where they are used, they are appropriate to the behaviour. The use of positive rewards far outweighs the use of sanctions. Young people are encouraged to display socially acceptable behaviour and receive age-appropriate rewards when they do so. This has contributed to the now calm

atmosphere in the home. Staff ensure that young people are given clear messages that bullying will not be tolerated. Recent workshops with the young people have reinforced this and there are clear plans to offer similar workshops around issues relevant to the young people. There have been no safeguarding incidents since the last inspection. When concerns over the welfare of young people have been identified, appropriate and swift actions have been taken. The registered manager ensures that young people’s safety is a primary concern for the staff team. This is also evident in the improvements to risk assessments. The staff team has benefited from clinical input in reviewing these assessments and regular reviews with the therapy team are now underway. This results in a more joined-up approach to assessing risk and considering all relevant factors. The home’s environment has improved. Recent redecoration has rectified the

shortfalls from the last inspection and young people now live in a home that is appropriately maintained. Young people’s rooms are tidy and it is evident that young people take pride in their own spaces. All young people are able to lock their own rooms and this affords them privacy should they wish to be alone. Some communal areas are being repurposed to provide further space for young people to play games, enjoy spending time with staff and relax. Fire safety is now better managed. The home’s fire risk assessment has been revised and now makes clear how the risk of young people smoking, should this be the case, is managed. Furthermore, there are now clear risk management processes around the use of sources of ignition in the home. The registered manager has worked hard, along with the staff team, to make changes following the December inspection. Better medication arrangements are now in place; a new system administering medication and more regular audits have

reduced errors and increased accuracy. Systems for monitoring the home have improved, but still require further development. For example, where positive praise is given to young people, the staff team does not consistently record the young people’s views or thoughts about these measures. The manager has not, to date, Inspection report for children’s home - monitoring visit: SC472465 3 reviewed or signed off the young people’s weekly team meetings since the last inspection. The regulation about using monitoring and review systems has, therefore, been repeated. Young people spoke to the inspector during the inspection and raised two concerns. One of these concerns related to the provision of food for staff from different cultural backgrounds, and the other concern related to the provision of activities. The inspector ensured that these concerns were passed to the responsible individual. Ofsted will continue to monitor the home and will review the provider’s

response to these concerns. Young people told the inspector that the home is more settled, that they feel safe and that they enjoy living at the home.
