This provision is inadequate
Since registration, there has been a change of manager and several changes of staff. The provider offers a poor standard of provision and care for children. Leaders have not followed appropriate recruitment procedures to ensure the suitability of staff. Additionally, they do not consistently record information about vetting processes that have been completed. Risk assessment, maintenance and organisation of the premises are poor. Checks of the premises and equipment do not identify hazards and poor cleanliness. The key-person system is weak. Staff do not know children well enough to carry out an accurate assessment of children's levels of development to enable them to plan activities which effectively promote each child's learning needs. Staff are not effectively deployed to consistently support children's care and learning. As a result, children's behaviour becomes disorderly. Staff are not supported to develop their knowledge and skills.
p.1
This provision is inadequate
Staff do not plan outdoor play effectively and not all children are provided with daily access to the outside.
p.1
It has the following strengths
Children enjoy singing and develop a repertoire of songs. Some children make special friends. The owner and manager have maintained strong relationships with children and their parents.
p.1
What the setting needs to do to improve further
To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

Inspection activities
Ofsted carried out this inspection as a result of a risk assessment, following information it received about this provision. The inspector observed the quality of teaching during activities indoors and outdoors and assessed the impact this has on children's learning. The inspector had a tour of the premises with the provider and evaluated the effectiveness of risk assessment and the maintenance of the premises and equipment. The inspector looked at relevant documentation, such as the nursery's action plan and evidence of the suitability, qualifications and training of staff. The inspector spoke with staff, parents and children and took account of their views. The inspector held discussions with the provider and the manager.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. The provider is unable to provide evidence that she has completed some staff checks relating to criminal records, identification and references, which help her to demonstrate that new staff are suitable, before allowing them to care for children unsupervised. There are risks to children's safety, such as loose carpet edging strips and a missing door handle. Leaders have also failed to monitor the effectiveness of hygiene practices; some nappy changing equipment was found to be soiled and others were unsuitable for use. Leaders have been unable to maintain a consistent staff team. This has created inconsistencies in the key-person system and in the assessment of children's learning and development. This hinders the manager's ability to monitor the progress that children make and to evaluate the quality of teaching. Leaders and managers do not effectively coach, monitor and train staff to ensure the quality of

teaching is raised to a higher level. Following an incident where the nursery's policy for administering medicine was not followed, leaders have strengthened the procedures and record keeping for the administration of medication. They met their legal responsibility to notify Ofsted of this significant event. They have already identified some of the weaknesses in the provision, however, their progress to improve has been slow.
p.4
Quality of teaching, learning and assessment is inadequate
Teaching is not effective. Staff do not accurately assess children's progress or consistently plan ways to promote individual children's next steps in learning to help them to make progress. Activities led by staff are not well planned or organised effectively. For example, children of different ages and abilities are grouped together without staff considering whether the activity meets the needs of all children. Consequently, some children are not supported to maintain their concentration. They lose interest and move away. This sometimes results in a disorderly environment as staff allow younger and less-able children to run around the room. The play and learning of older and the most able children is frequently disrupted by their younger peers. Staff use more effective strategies to promote children's language development. They provide some activities to promote small-muscle development needed later for writing.
p.4
Personal development, behaviour and welfare are inadequate
While minimum required adult-to-child ratios are met, the deployment of staff does not always meet children's needs. Trainees who are included in the ratios are relied upon. They do not have the level of skill and experience needed to manage children's sometimes challenging behaviour. Despite the changes in staff since registration, the owner and manager have managed to maintain strong relationships with children and parents. They share some useful information with parents. Children mostly enter happily and form close bonds with staff. Staff understand children's individual health needs. Children are provided with regular drinks and nappies are changed when needed. They are provided with some interesting opportunities to develop new physical skills, for example, through football and dance coaching. However, staff do not provide all children with daily opportunities to play and learn outside in the fresh air to help maintain their good health.
p.4
Outcomes for children are inadequate
Children do not make enough progress. They find it difficult to maintain focus because they are not taught at an appropriate level and because learning is often disrupted when staff fail to manage their behaviour appropriately. Consequently, they are not developing the skills they need for future learning. Due to weaknesses in assessment, leaders are unable to monitor how well children are doing to ensure staff put plans in place to help children catch up when needed. Children enjoy singing in the nursery. Babies join in with the actions to familiar songs and older children learn to sing songs which introduce them to the sounds that letters represent. Some children seek out special friends and enjoy play and activities together.
