This provision is inadequate
Since the last inspection and two subsequent monitoring visits, the quality of provision remains poor. The lack of swift improvement shows the childminder has limited capacity to improve. The childminder does not have a secure enough understanding of the early years foundation stage. Several requirements are still not met, including a failure to notify Ofsted of changes. This does not ensure children's safety, welfare and learning. The childminder does not effectively risk assess her home. She does not ensure smoke detectors are maintained in working order. This puts children's safety at risk. Teaching, assessment and planning remain weak. The childminder has done little to improve her skills in these areas. Activities are not broad or challenging enough to promote children's development across all areas of learning. The childminder does not do enough to help children who speak English as an

additional language to reach a good standard in English language. Furthermore, she does not accurately assess children's skills in English. Children do not make enough progress.
p.1
It has the following strengths
Relationships between the childminder, children and parents are positive. Parents say they trust the childminder and she is patient and kind. They praise the homemade traditional Polish food she provides.

Inspection activities
The inspector observed the quality of teaching during activities and assessed the impact this has on children's learning. The inspector completed a joint evaluation of an activity with the childminder. The inspector held discussions with the childminder. She looked at relevant documentation and evidence of the suitability of persons living in the household. The inspector spoke to children during the inspection and considered written feedback from parents.
p.2
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. The childminder's knowledge of the early years foundation stage is not secure. She has not told Ofsted about changes within her household, including the use of an assistant and her assistant's change of name. Risk assessments are not effective and her home does not meet fire safety requirements, compromising children's safety. The childminder has attended safeguarding training which has helped to improve her knowledge of child protection procedures. However, the childminder has done little to improve her knowledge and understanding of effective teaching and learning. This continues to be a key area of weakness. Some self-evaluation takes place and the childminder adequately supervises the work of her assistant.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder does not have a secure enough understanding of the learning and development requirements to help children make progress. She does not consistently plan a stimulating range of activities to promote children's learning across all areas of development. Children mainly occupy themselves with little purposeful intervention or teaching from adults. Occasionally, the childminder organises some fun activities, such as musical chairs or making salt dough. However, overall, activities do not challenge children enough. The childminder, her assistant and all children attending speak Polish. Adults do not communicate enough in English to help children learn, understand and reach a good standard in English language. The childminder has made some effort to improve the way she assesses children's skills. However, her assessments are not accurate. She does not know she is required to assess children's communication, language and literacy skills in

English. As a result, she overestimates children's abilities and does not focus on where children need the most support to help close gaps in their learning.
p.3
Personal development, behaviour and welfare are inadequate
Weaknesses in leadership and management mean that children's safety and welfare are not assured. The childminder meets children's basic care needs. She provides comfort and reassurance to new children who struggle to settle. Children form a bond with the childminder. Older children say they like coming to the childminder's house and younger children happily offer her cuddles. Parents report that the childminder's home is a, 'Child- friendly place where you feel at home'. The childminder teaches children to be polite. Children comply with routines and learn to follow rules. They sit together to eat nutritious meals and snacks. When it is safe to do so, children play in the garden and they have opportunities to visit the local park.
p.3
Outcomes for children are inadequate
Overall, outcomes for children are not good enough, due to significant weaknesses in the provision. Children do not make enough progress in their learning and their safety is not assured. They are not prepared well enough for starting school.
