This provision is inadequate
The childminder demonstrates a poor capacity to improve. She has not addressed all the actions from her last inspection and has a limited knowledge of how to implement the safeguarding and welfare requirements of the early years foundation stage. The childminder has failed to ensure that she has a valid paediatric first-aid qualification. This means that her knowledge of how to respond to an injury or health concern is not up to date, placing children's safety and welfare at risk. The childminder fails to keep required documentation about children in her care. She does not gather sufficient personal information to enable her to meet children's individual needs or make required information about the operation of her setting available to parents. In addition, she is unaware of her responsibilities in accordance with the 1998 Data Protection Act. The childminder has a poor understanding of the learning and development

Activities lack challenge and are not used purposefully to engage children; they do not make the progress of which they are capable.

Inspection activities
The inspector observed the quality of teaching during activities indoors, and assessed the impact this has on children's learning. The inspector completed a joint evaluation of an activity with the childminder. The inspector held a number of discussions with the childminder. The inspector spoke to children during the inspection. The inspector looked at relevant documentation and evidence of the suitability of persons living in the household.
p.3
Effectiveness of the leadership and management is inadequate
The arrangements for safeguarding are not effective. The childminder lacks the knowledge and skills to enable her to meet the safeguarding and welfare requirements, compromising children's well-being. She does not have a valid paediatric first-aid certificate and does not maintain appropriate documentation to help her care for children and meet their individual needs. Additionally, the childminder does not provide parents with required information about their children's time in her care or about how her setting operates. The childminder is unaware of her responsibilities under the 1998 Data Protection Act. For example, she has not registered with the Information Commissioner's Office to take digital photographs of children. The quality of teaching is poor and the childminder's monitoring of children's abilities and learning is too weak to have any impact on their progress. The childminder demonstrates a basic understanding of the possible signs of child abuse. She has updated

her safeguarding policy and knows how to use this to find relevant information, should she need to report a child protection concern about a child in her care. The childminder demonstrates a poor capacity to improve the quality of her provision and teaching skills.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder has a poor understanding of the learning and development requirements and how children learn. She does not gather information from parents about children's starting points or share information about ongoing learning with them. This means that parents are not able to contribute to children's learning. The childminder does not observe and assess children's achievements to build upon what they know and can do. Teaching is inadequate and children do not make the progress of which they are capable. The childminder sits alongside children as they play. However, she does not challenge them or plan activities that extend their learning. For example, she provides children aged two and three years with a piece of card and some self-adhesive stickers to make a Christmas card. The childminder asks questions that require no more than a one-word answer or she immediately answers for them. As a result, children's communication and language
p.4
Personal development, behaviour and welfare are inadequate
In general, children are relaxed in the childminder's care and freely explore their environment. The childminder helps children to understand appropriate rules and boundaries. Children follow suitable hygiene practices in their daily routines. The childminder takes children on outings, where they gain some social skills and an awareness of others. The childminder helps children understand about how to keep themselves safe. For example, they learn how to evacuate the premises in an emergency.
p.4
Outcomes for children are inadequate
Overall, outcomes for children are poor. The weaknesses in teaching and the childminder's lack of understanding of children's learning means that children are not supported to make good progress. Activities are not precisely tailored for the ages of the children in her care. Children are not supported for the next stages in their learning or prepared well enough for the move on to school.
