p.1
This provision requires improvement. It is not yet good because:
The manager does not regularly review children's assessments, including the progress check at age two years, to ensure that they include accurate information for parents that focuses on any delays in children's development and the support that may be needed to address any concerns. The manager does not coach and support staff to evaluate and continually adapt and improve their teaching practice. Some children, including those who have special educational needs (SEN) and/or disabilities, are not fully challenged in all areas of their learning and development. Staff do not work effectively with parents of children who are learning English as an additional language to help children to feel emotionally secure. For example, they do not encourage children to use their home languages in their play and learning while at the setting.
p.1
It has the following strengths
Staff implement child protection policies and procedures effectively to help keep children safe. Some children make steady progress from their starting points. Staff support children to use the resources effectively. For example, they teach children to count coins in numerical order while posting them into a money box. Staff successfully develop children's confidence and independence. Children enjoy serving themselves at snack time and learn to dress and undress themselves using school uniforms.

What the setting needs to do to improve further

Inspection activities
The inspector observed indoor activities. The inspector completed joint observations with the manager. The inspector talked with the manager, staff and children. The inspector sampled documentation. The inspector took account of parents' comments during the inspection.
p.3
Effectiveness of the leadership and management requires improvement
Safeguarding is effective. All staff complete safeguarding training and understand their responsibility to protect children's welfare. The manager uses knowledge gained from attending training to help staff manage children's behaviour effectively. The manager can identify most strengths and areas for improvement in practice. However, she does not coach and support staff to continually evaluate, adapt and improve their teaching practice overall. Additionally, children's progress is not accurately assessed and reviewed, including through the use of the progress check at age two years, to ensure gaps in children's development are quickly addressed in conjunction with parents. This includes children who have SEN.
p.4
Quality of teaching, learning and assessment requires improvement
Overall, staff support children's language development. They implement strategies identified by outside agencies that help some children catch up and make steady progress. Older children talk confidently during group activities. For example, they talk about members of their family and visits to see Father Christmas. However, staff do not support children who are learning English as an additional language to use their home languages in their play and learning. Staff do not evaluate and adapt their teaching practice to include all children. They do not use planning flexibly and often miss opportunities to use children's interests to extend their learning. As a result, children are not sufficiently challenged in all areas of their learning and development.
p.4
Personal development, behaviour and welfare require improvement
Children are motivated to learn. They thoroughly enjoy playing with modelling dough. They make marks in the dough and use their imagination while rolling it into different shapes. Staff promote children's good health. Overall, children are well behaved and develop social skills. Staff provide children with a positive role model. They patiently explain to children the importance of including others in their play. For instance, when children use a den made from a blanket and a table. However, staff do not fully support those children who are learning English as an additional language to feel emotionally secure.
p.4
Outcomes for children require improvement
Most children develop the skills they need for starting school. However, some children who have SEN do not make enough progress from their starting points. Older children concentrate well. For example, while listening to the story of Christmas and taking turns to decorate a tree with tinsel. However, younger children quickly lose interest and are not sufficiently challenged. Children learn to control their movements. They scream with excitement during music and movement activities.
