p.1

3

Effectiveness of the leadership and management Requires improvement Quality of teaching, learning and assessment Requires improvement Personal development, behaviour and welfare Requires improvement Outcomes for children Requires improvement

p.1

This provision requires improvement. It is not yet good because:

 The childminder has not supplied Ofsted with required information about another adult working on the premises. However, this adult has undertaken a Disclosure and Barring Service check and does not have sole charge of children.  The childminder is unaware of the requirement to check her assistants' ongoing suitability. She does not ensure she has a sound knowledge of factors that could lead to the disqualification of the adults who work with her.  The childminder does not keep some required records of children accessible or available for inspection.  The childminder does not always assess children's development precisely enough to identify their next steps in learning or share these with parents. The activities she plans do not focus sufficiently on building further on what children already know and can do.

p.1

It has the following strengths

 The childminder provides a welcoming environment where children make choices about their own play. They enjoy playing with their friends and taking part in craft activities.  The childminder and her assistant take action to ensure children's safety at all times, indoors and outdoors. They deploy themselves effectively between the play spaces and ensure they supervise children at all times.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Due Date

 provide Ofsted with the details of all adults working on the premises so that all required checks on their suitability can be completed 03/01/2018

p.2

Due Date

 improve understanding of disqualification by association and ensure there are effective systems in place to determine staff's ongoing suitability and that they are aware of their responsibilities to disclose any information that may affect their suitability to care for children 03/01/2018

p.2

Due Date

 ensure all records are easily accessible and available for inspection 03/01/2018  make better use of observations and assessments to identify children's individual levels of achievement and quickly take action to narrow any gaps in their learning, so that all children make at least good progress from their starting points. 03/01/2018

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 establish an effective two-way flow of information with parents to fully meet children's learning needs and help them to reach good levels of attainment.

p.2

Inspection activities

 The inspector observed the childminder's and the assistants' practice with the children.  The inspector discussed the children's development with the childminder and her assistant.  The inspector examined a selection of documentation, including suitability checks for adults working on the premises.  The inspector discussed the childminder's process of self-evaluation.

p.2

Effectiveness of the leadership and management requires improvement

The childminder has failed to submit additional information to Ofsted so that required checks are completed on a new adult working on the premises. She has not updated her knowledge sufficiently around the factors that may affect the ongoing suitability of the adults she works with. However, they do not have sole charge of children. The childminder's assistant is clear about where to go if she has a concern about the behaviour of someone she works with. Safeguarding is effective. The childminder ensures that her assistant understands and implements her policies and procedures to promote children's ongoing health and welfare. They are both confident in the signs to look for that may indicate a child is at risk of harm. However, some records, including those that contain specific information about children, were not accessible at the inspection, as required.

p.3

Quality of teaching, learning and assessment requires improvement

The childminder and her assistant have a basic overview of children's overall progress. They set out resources and provide activities that they know interest children and that they will enjoy taking part in. For example, children decorate paper plates with wobbly eyes to make snowmen. However, the childminder and her assistant do not use observation and assessment to focus their teaching precisely on building on what children already know and need to learn next. For example, they do not place a strong enough focus on supporting children's early language. The childminder's attempts at sharing information with parents to promote consistency in learning are limited.

p.3

Personal development, behaviour and welfare require improvement

Gaps in the childminder's knowledge and practice around the suitability of adults do not fully support children's welfare and development. Nevertheless, children settle well in her care and the childminder interacts positively with them, giving them praise for their efforts and achievements. The childminder and her assistant consistently support children's good behaviour. They are calm role models, speak kindly to the children and support them to share toys and take care of their friends. The childminder effectively meets children's individual needs as agreed with parents. For example, she provides children with regular drinks and snacks and supports them to follow their own routines.

p.3

Outcomes for children require improvement

Children are developing some basic skills in readiness for the next stage in their learning. They follow simple rules and show suitable levels of independence. Children select activities but do not yet sustain good levels of concentration and move quickly to the next toy. They do, however, count routinely in their play and some older children identify the letters in their name. Nonetheless weakness in teaching means that children who show some delay in speaking are not yet catching up quickly enough in readiness for school.
