This provision is inadequate
The childminder has failed to keep abreast of changes within early years policy and practice since her last inspection. A number of the legal requirements are not met. The childminder's knowledge of safeguarding procedures to follow, including, which outside agencies to contact is not secure. She has a weak understanding of the procedures to follow in the event of an allegation being made against herself or a family member, or if concerns about a child are raised. The childminder has failed to keep up to date with her professional development. This has led to significant weaknesses. This includes, not completing a required paediatric first-aid course, a lack of knowledge and understanding of wider safeguarding issues and not establishing good teaching practices. The childminder's teaching is poor. Activities provided do not support what children need to learn next and offer them very little challenge. Children show little sustainment

or enthusiasm to learn new skills. Outcomes for children are weak. The childminder's evaluations of the progress children make, is not accurate and lacks rigour, to help children to reach their full potential. Furthermore, the childminder does not know she has to complete the progress check for children between the ages of two and three years.
p.1
It has the following strengths
Children have secure attachments with the childminder. Children respond positively to her and she is attentive towards them. This helps to promote their emotional well- being.
p.1
What the setting needs to do to improve further
To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

Inspection activities
The inspector observed the childminder engaging with children during activities and assessed the impact this has on their learning. The inspector and childminder discussed her evaluations of children's development and how she monitors the progress they make. They also discussed how the childminder plans for children's daily play experiences. The inspector viewed a range of polices, including safeguarding procedures. She also checked evidence of the suitability of the childminder and other persons living in her home. The inspector spoke to the childminder and children at appropriate times during the inspection and took account of the written views from parents.
p.3
Effectiveness of the leadership and management is inadequate
The childminder does not evaluate her provision and, therefore, significant weaknesses in practice have not been identified. Safeguarding is not effective. The childminder has failed to keep abreast of current safeguarding procedures. Her knowledge of what to do in the event of an allegation made against herself or a family member, or, if she had concerns about a child is not secure. Furthermore, she is unsure of which outside agencies to contact. In addition, the childminder is not aware of wider safeguarding issues particularly, in relation to children being exposed to extreme views or ideas. Her weak knowledge poses significant risks to children in her care. That said, she is aware of the signs and symptoms she would be concerned about in relation to abuse. The childminder's professional development is weak. She has failed to identify where further training is needed and has not maintained a current paediatric first-aid certificate. However, her
p.4

knowledge of procedures she would follow when attending to medical/first-aid emergencies is suitable. Therefore, the risk to children is not as significant.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder's teaching is poor. At times, she interacts with children during their self- chosen play. However, her interactions are basic and not purposeful to extend any learning taking place. Activities lack purpose and challenge and the organisation of them is not effective in helping children to make the most of every learning opportunity. For example, on several occasions children sit at a table in front of the television, while it is on. This distracts them from sustained learning and often results in them stopping what they are playing with to watch the programme. The childminder's evaluations of the progress children have made from their starting points is not accurate. Furthermore, the childminder's knowledge and understanding of how to complete the progress check for children between the ages of two and three years is weak.
p.4
Personal development, behaviour and welfare are inadequate
The identified weaknesses have a significant impact on the safety and welfare and the learning and development of children. That said, given the lack of purposeful and challenging activities, children's behaviour is generally good. The childminder has clear expectations and encourages children to resolve minor squabbles themselves. Children have opportunities to be physically active on a daily basis. The childminder provides children with a varied and well-balanced diet. This helps children to learn how to lead a healthy lifestyle. Partnerships with parents are in place. They share that they feel the childminder's home is welcoming and that she creates a home-from-home environment.
p.4
Outcomes for children are inadequate
Overall, outcomes for children are poor. Children are not supported to reach their full potential and are not prepared well enough for when the time comes to move on to more formal education. Nevertheless, children are polite individuals, who are confident to approach visitors, with a welcoming smile.
