This provision is inadequate

 The childminder has an extremely poor understanding of how to identify and report concerns about children's welfare. She does not carry out risk assessments or supervise children adequately. This significantly compromises children's welfare.  The childminder has not informed Ofsted about all adults working with the children. She leaves children in the care of her assistant who does not have a first-aid certificate. This puts children at risk.  The childminder does not keep an accurate record of children's hours of attendance or display her registration certificate. She does not keep the required information about all of the children she cares for or make available the necessary documentation for inspection.  The childminder does not plan purposeful activities based on children's individual needs. She does not monitor their progress. Children do not make good progress in their learning.  The childminder does not gain information from parents about their children's

Inspection activities

 We carried out this inspection as a result of a risk assessment, following information we received about the provider.  The inspector observed interaction and activities provided for the children by the childminder. The inspector spoke to the children during the inspection.  The inspector talked to the childminder about how children are developing and how she identifies the next steps in their learning.  The inspector sampled the available documentation.  The inspector discussed the childminder's management of her provision, including safeguarding measures, at appropriate times throughout the inspection.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is not effective. The childminder does not know how to report safeguarding concerns and has a limited understanding of the signs and symptoms that may indicate a child is at risk of harm. The childminder has failed to provide Ofsted with information about adults working with the children so that all suitability checks can be completed. In addition, the assistant is left in sole charge of children and does not hold a current first-aid certificate. The childminder does not keep an accurate record of children's attendance. However, she understands the adult-to-child ratios and states that she never exceeds these. The childminder fails to ensure children's safety because she does not supervise them adequately. On occasions, children play unsupervised with items, such as trailing electrical leads, and she does not identify other hazards that are accessible to children. The childminder does not ensure all records are available for inspection and does not

display her certificate of registration as required. The childminder exchanges some information with parents and other professionals involved with children to promote some continuity in their care. The childminder does not evaluate her practice to identify breaches in requirements, to assure children's welfare.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder fails to support the children's learning and development through effective teaching. She does not plan or provide children with challenging activities and experiences that help them make good progress. The childminder does not understand how to assess children's progress and plan for the next steps in their learning. She does not engage with all parents to find out what their child can do, to plan and support children's ongoing learning. Children of all ages spend a lot of time watching the television and the childminder does very little to interact with them. She does not offer purposeful learning opportunities to engage and ignite children's interests. The childminder's teaching skills are poor. For example, she shows children a puzzle and then points and tells the children where the pieces go. This hinders their development of problem-solving skills, their enjoyment and ongoing learning.

p.4

Personal development, behaviour and welfare are inadequate

Weaknesses in leadership and management compromise children's welfare. The childminder fails to obtain and record children's personal information to ensure their individual needs are met. The childminder does not ensure children are safe when playing outdoors. She has failed to notice and remove significant risks to children's safety when they play in the garden. For example, building materials, ladders in upright positions and a dismantled conservatory with glass are accessible to children. Generally, children behave well and are comfortable in the childminder's care. The childminder offers some praise to aid their confidence.

p.4

Outcomes for children are inadequate

Weaknesses in teaching have a significant, negative impact on children's learning and they do not have challenging opportunities that help them to become motivated learners. Children, including those who speak English as an additional language, do not benefit from sufficient support to help develop their communication skills. Children are often left to play on their own with very little interaction from the childminder. They do not have opportunities to develop their mathematical skills. Children are not well prepared for school or the next stage in their learning.
