This provision is inadequate
The childminder has poor child protection knowledge. She is not able to identify the possible signs and symptoms of abuse or neglect. The childminder lacks a clear understanding of wider safeguarding issues. For example, she does not know how to identify and respond to the indicators that children might be at risk from radicalisation, or understand the possible risks associated with the use of mobile phones and cameras in the setting. The childminder does not routinely plan or provide challenging activities and individual support for each child, to build on their next steps in learning, particularly for children's speech and language skills. Although she is aware when children have delayed language development, she does not target her teaching sufficiently to support their progress in this key area of learning. Partnerships with parents and external agencies are not effective. The childminder does

not build on these relationships to agree how to support children when there is a concern about aspects of their development. The childminder does not evaluate her provision effectively. She has failed to identify breaches in requirements and the weaknesses in her teaching and planning of activities.
p.1
It has the following strengths
The childminder is kind and caring towards the children. Children form secure attachments to her and settle quickly in her care.

What the setting needs to do to improve further
To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

Inspection activities
The inspector observed the quality of teaching during activities and assessed the impact this has on children's learning. The inspector viewed the areas of the house and garden used for childminding purposes. The inspector spoke to the childminder and children at appropriate times throughout the inspection. The inspector looked at children's records and checked evidence of the childminder's suitability. The inspector took account of the views of parents by reading written testimonials.
p.2
Effectiveness of the leadership and management is inadequate
The arrangements for safeguarding are ineffective. Despite undertaking recent safeguarding training, the childminder does not understand the possible signs of abuse or neglect, the risks associated with mobile phones and cameras, or the indicators that children may be at risk from extreme behaviour and views. This compromises children's welfare. The childminder does not develop effective partnerships with other agencies and parents to support children's development. Although she shares some information about children's care and learning needs with parents, these relationships are not effective and do not identify and address any concerns about children's development sufficiently. This means that children do not make adequate progress. The childminder regularly updates her first-aid qualification. However, self-evaluation is weak. The childminder does not have a good overview of the quality of the provision to help her to develop and improve.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder attempts to monitor children's progress, and has begun to recognise when children show developmental delays. However, she fails to act on this knowledge. She does not plan targeted or challenging activities to support children's next steps in learning while they are with her. Furthermore, she does not work with outside agencies to target delayed development, to ensure that children receive the necessary intervention they need to make improved progress. Children enjoy sticking pictures from old Christmas cards onto paper. The childminder supports children to use enough glue and asks them about their favourite pictures. Although she talks to children, she provides little encouragement for them to speak. She often asks questions which only require children to shake or nod their head. Children do not develop good language skills and gaps in their learning do not close quickly enough.
p.3
Personal development, behaviour and welfare are inadequate
The weaknesses in leadership and management compromise children's well-being. Nonetheless, children are happy and settled in the childminder's care and build strong bonds with her. They enjoy regular opportunities to be physically active and often play outdoors in the well-resourced garden area. Children enjoy healthy snacks and the childminder reminds them to use good manners and to share toys and resources.
p.3
Outcomes for children are inadequate
Children do not make enough progress in their learning because teaching does not focus on their individual needs and next steps for learning. Children do not receive enough individual support to encourage them to speak or to build on their vocabulary. Children willingly participate in adult-led activities. However, they do not develop all the necessary skills that will help them to become ready for school or the next stage in their learning.
