This provision is inadequate
Some staff working with children do not understand the nursery's safeguarding policies and procedures. In addition, recruitment processes are weak. The provider does not ensure staff working with children are suitable to do so. The provider does not ensure that the required adult-to-child ratios are met at all times. Staff working with children do not have relevant childcare qualifications or competencies to fulfil their roles. Staff are inconsistent in the way they manage children's behaviour. They do not explain to children what behaviour is appropriate and what is not. Risk assessment is ineffective. The provider and staff do not recognise when there is a risk to children's safety. In addition, they do not organise the premises well enough to meet the needs of the children attending. The provider fails to supervise staff effectively to address any inconsistencies in their practice. The key-person system is ineffective and does not meet children's individual needs.

Inspection activities
We carried out this inspection as a result of a risk assessment, following information we received about this provider. The inspector looked at documentation, including children's assessment records, attendance records, recruitment records, staff suitability checks and qualifications. The inspector checked all areas of the premises, including play areas, and observed staff interactions with children. The inspector spoke to members of staff at appropriate times throughout the inspection and held meetings with the provider. The inspector carried out a joint observation with the manager and spoke to some parents about their children's care and learning.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. The provider does not ensure that all staff working with children understand the nursery's safeguarding and whistle-blowing policies. Some staff are unaware of how to escalate safeguarding concerns in the absence of the manager. In addition, they cannot identify the signs that a child may be exposed to extreme views and behaviours. Recruitment processes are not robust enough to ensure that all staff working with children are suitable. The provider allows new staff who are not vetted and inducted to work with the children unsupervised. The provider does not meet the minimum requirements for the number of qualified staff, and some staff do not have the knowledge they need to enable them to fulfil their roles and responsibilities. The provider does not ensure that there are sufficient staff present to work with children at all times. She does not deploy staff effectively to supervise children's play and support their learning. Risk

assessment is weak. The provider and staff do not understand safe practices. For example, they fail to assess the impact of putting non-walking babies and older children together in the same room. Some staff carry mobile babies and walk around the room with them while carrying out other chores. In addition, they fail to provide adequate sleeping arrangements for babies. Young babies sleep on beanbags which do not support their posture and put them at significant risk of harm. The provider has not fully considered how she can organise the premises to meet the needs of children attending. Arrangements for staff supervision and training are ineffective. The provider does not identify the inconsistencies in teaching and does not ensure staff understand how to keep children safe. Self-evaluation is weak and does not identify breaches of requirements. Staff give feedback to parents at the end of each day to help keep them informed about
p.4
Quality of teaching, learning and assessment is inadequate
Staff do not make accurate assessments of what children know and need to learn next. As a result, they are unable to plan activities to meet children's learning needs. Staff working with younger children do not have due regard for the basic areas of learning, such as communication and personal, social and emotional development. They fail to respond to children's emerging interests and do not interact effectively with them. Some staff stand with their hands in their pockets while children play by themselves. Activities do not meet children's learning and developmental needs, particularly the needs of babies. For example, staff expect the youngest children whose speech is still developing to recognise letters of the alphabet and numbers. Staff hardly provide any age-appropriate toys for the babies to explore and develop their curiosity. Furthermore, the provider takes calls on the nursery mobile phone while children are trying to take part in activities, which disrupts
p.4
Personal development, behaviour and welfare are inadequate
The key-person system is ineffective and children's care needs are not met. Some younger children become unsettled due to routines which are not appropriate for their age. Some staff do not manage children's behaviour well and this has a significant impact on how some children behave. For example, staff raise their voice, say 'no' to the children and take things from them without explaining their actions. As a result, some children become disruptive, hit other children and throw toys if they cannot get what they want. Overall, the provider ensures that adequate resources are in place to promote appropriate hygiene practices. Staff provide healthy foods to help support children's physical well-being.
p.4
Outcomes for children are inadequate
Children are not motivated to learn and do not make sufficient progress in their learning. Not all children develop good communication and language skills. Some children appear very quiet and do not confidently contribute to discussions. Babies lack stimulation and do not have opportunities to use their senses and develop curiosity. Some older children occupy themselves rather than actively learning. Children are not well prepared for their next stage of learning, including starting school.
