This provision is inadequate

 Children’s health, safety and well-being are significantly compromised. The childminder does not identify and eliminate risks to children. She does not ensure children are supervised at all times to keep them safe and children’s behaviour is not managed appropriately.  The childminder does not fully complete children’s records. Omissions include children’s date of birth and any specific requirements to enable her to safeguard children and meet their needs.  The childminder has a limited knowledge of the learning and development requirements of the early years foundation stage. She does not plan activities to take account of the different ways in which children learn. This has a significant impact on her ability to promote children’s learning effectively.  Self-evaluation is ineffective. The childminder fails to recognise breaches of requirements for the Early Years Register and Childcare Register and how this has a

negative impact on children’s care and learning.

p.1

It has the following strengths

 The childminder ensures that children play outside on a daily basis.

p.1

What the setting needs to do to improve further

p.2

Due Date

p.2

p.2

Inspection activities

 The inspector observed the childminder with the children and spoke to her about their learning.  The inspector spoke to the childminder at appropriate times throughout the inspection, about the arrangements for observation, assessment and planning.  The inspector sampled documentation the childminder uses to support her practice.  The inspector discussed the childminder's management of her provision, including safeguarding measures.

p.3

Effectiveness of the leadership and management is inadequate

The childminder demonstrates a limited capacity to improve her practice since her registration. She shows insufficient understanding of her responsibility to meet the early years foundation stage requirements. Safeguarding is ineffective. The childminder has a poor knowledge and understanding of safeguarding policy and procedures. She demonstrates that she is not fully aware of signs and symptoms of possible abuse. The childminder provides a limited range of play resources and activities. Because activities are not well planned, children are not interested in what is provided. The childminder does not consider the different ages and stages of development of the individual children. As a result children are not well prepared to move on to their next stage of learning. The childminder does not have a sufficiently high expectation for good behaviour. She does not intervene when children’s behaviour become challenging. Children do not learn to

respect others as the childminder allows play to become overly physical and chaotic. Children do not understand what good behaviour is or receive guidance on how to keep themselves and others safe.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder demonstrates an extremely poor understanding of the prime and specific areas of learning and is unsure how to promote children’s learning and development. Consequently children are bored and lack focus. The childminder does not encourage children's communication and language skills. Children are left to occupy themselves with little interaction or support from the childminder. The childminder does not check what children know and can do when they first start attending. As a result, she cannot be sure that children are able to achieve what is typical for their age. She does not share information with other settings that provide support for the children's learning and development. This does not support children’s progress. The childminder acknowledges that she has not completed observations on the children that attend and could not identify what individual children’s learning and development requirements are. Her assessments of

children’s learning are not sufficiently detailed or accurate. Consequently, she is unable to plan effectively for the children and ensure they make good progress.

p.4

Personal development, behaviour and welfare are inadequate

The childminder does not ensure the safety of children. Very young children are left unsupervised while the childminder is distracted with other tasks. The childminder does not prioritise children’s safety through effective supervision and positive interaction. The childminder does not effectively risk assess where children play. Children are not cared for in a safe and organised environment that supports children to understand how to keep themselves safe. Consequently children are at times exposed to hazards. For example, there is not a stairgate in place and very young children who are unsupervised gain access to the top of the stairs. Children’s behaviour is not managed consistently. As a result, more than occasionally, their lack of engagement in activities and poor behaviour leads to a disorderly environment that hinders children’s learning and puts them and others at risk. Due to the childminder’s lack of understanding regarding child protection procedures,

p.4

Personal development, behaviour and welfare are inadequate

children's safety and welfare is not assured.

p.4

Outcomes for children are inadequate

Children's enthusiasm and motivation to develop their learning is not supported by the childminder. Children learn to not expect interesting and challenging activities, loose motivation and are not eager to join in. Children do not make consistent progress for their future learning.
