This provision is inadequate
Leaders and staff do not have sufficient knowledge to protect children from harm. They do not understand safeguarding practices or know what to do if an allegation is made against a member of staff. Leaders do not monitor the ongoing suitability of staff. The arrangements to care for children who have special education needs (SEN) and/or disabilities are not effective. Children do not receive the care and support they need as there are no members of staff with the appropriate skills or knowledge. Leaders do not recognise when to seek support from other relevant professionals. The key-person system is not adequately implemented. Staff do not support children to feel settled or to ensure that their individual care and learning needs are understood. Leaders do not understand, or implement, the required staffing ratios. There are regularly more children present than permitted for the number of staff working.
p.1
This provision is inadequate
There are no arrangements in place to monitor the performance of staff or to provide support or mentoring to help improve practice. Partnerships with parents are not effective. Parents do not receive accurate, up-to-date information about their child's progress and are not involved well in their learning. Staff do not use accurate, ongoing assessment to monitor children's progress and target teaching effectively. Activities lack challenge and do not capture children's interests. Leaders do not evaluate the quality of the provision or identify needed improvements.

Inspection activities
The inspector observed the quality of teaching during activities inside and outside, and assessed the impact this has on learning. The inspector sought the views of parents and took account of their views. The inspector looked at documentation relating to staff suitability. The inspector considered a selection of records relating to children's registration and learning progress. The inspector held discussions with staff and meetings with leaders.
p.4
Effectiveness of the leadership and management is inadequate
Leaders do not understand their roles and responsibilities and do not have effective procedures to monitor the quality of the provision to identify where improvement is needed. Safeguarding is ineffective. Leaders and staff do not have sufficient knowledge or understanding in relation to child protection. They have not kept up to date with changes to safeguarding practices. There are no secure procedures to follow in case of a concern about a child's welfare or an allegation against a member of staff, and there are no arrangements to monitor the ongoing suitability of staff. Leaders and staff do not have high expectations for children. They do not adequately observe, assess and track children's progress, to see if they are developing well or to identify any gaps in learning. The manager does not monitor the practices of staff or provide support or guidance to help them develop their skills and knowledge. The manager does not understand how to

support and teach children who have SEN and/or disabilities. She does not take required action to ensure that individual children receive the support they need in the nursery or from other professionals. For example, there are no staff trained or with adequate experience to calm, lift, carry and restrain children and this is not done appropriately. This poses a risk to the children involved and the other children present. Children who have SEN and/or disabilities are not supported in their learning and development. Parents receive very little information about how their children are progressing and do not know who their child's key person is. This does not support children to settle or to form bonds with the adults that are there to care for them. Leaders do not observe the statutory regulations relating to staff-to-children ratios, putting children at risk of harm.
p.5
Quality of teaching, learning and assessment is inadequate
Staff have a very weak understanding of how to support children in their development and learning. They do not provide activities that stimulate and challenge all children. For example, activities which focus on younger children leave older children bored and not stimulated. Staff do not provide effective teaching that encourages children to learn. Children of all ages are left to wander around the provision unsupported, with little or no interaction from the adults. This is evident throughout the day as children spend extended periods without focusing on any purposeful play or activities. Staff do not understand how to interact with children to extend their enjoyment and learning. Conversations between adults and children are minimal.
p.5
Personal development, behaviour and welfare are inadequate
The weaknesses in staff knowledge in relation to safeguarding and teaching have a negative impact on children's safety and well-being. There is a key-person system in place, but this is not adequately implemented. For example, one child present at the time of the inspection had not been allocated a key person and this had not been identified by the manager. In addition, parents spoken to were not aware which member of staff was the key person for their child. Children do not look for adult support or praise. Staff do not know how to challenge unwanted behaviour. Their lack of appropriate action contributes to behaviour worsening. This, along with the inappropriate care of children who have SEN and/or disabilities, has a negative impact on the experiences of other children present.
p.5
Outcomes for children are inadequate
Children do not make adequate progress in readiness for the next stage in their learning and eventual move to school. They do not show enthusiasm for learning and are frequently bored and unsettled. Children do not receive adequate support to develop their early communication and language skills.
