This provision is inadequate
Children's safety is compromised. The childminder does not ensure that all identified risks to children's safety are eliminated. Children are not safe when playing in the garden. The childminder does not ensure that children's good health and hygiene are supported. Children's handwashing and toilet facilities are not suitable. The childminder does not manage children's behaviour effectively. At times, this leads to a disorderly environment and has a negative impact on children's learning and enjoyment. The childminder does not support children to develop their independence consistently well. This hinders the progress they make. The childminder does not use her observations and assessments of children skilfully enough to plan effectively for their learning.
p.1
It has the following strengths
Partnerships with parents help new children to settle and build relationships and support their learning at home. The childminder provides opportunities for children to develop their understanding of the world.
p.1
What the setting needs to do to improve further
To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

Inspection activities
The inspector observed the quality of teaching and assessed the impact this has on children's learning. The inspector spoke with the childminder and children at appropriate times during the inspection, and carried out a joint evaluation of the teaching and learning with the childminder. The inspector viewed the areas of the home used by children. The inspector looked at relevant documentation, such as policies and children's records. The inspector took account of parents' views.
p.2
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. The childminder does not ensure that children's safety is prioritised. She does not insist that her co-childminder removes planks of wood which are stored loosely on a pitched garage roof in the area where children play. This puts children at risk of injury. However, the childminder does understand the signs of abuse and neglect and knows the correct procedures to follow should she be concerned about a child's welfare. The childminder does not ensure that adequate toilet and handwashing facilities are available for children to use. She expects children as old as four years to use a potty in the playroom. This means that children's privacy and dignity are not supported and their independence is hindered. In addition, all children wash their hands in the same bowl of water, which does not support their good health or hygiene. The childminder does not focus enough on reviewing her practice, and the quality of the provision has declined. She

has not identified or addressed key weaknesses in her knowledge and skills. This has a negative impact on children's care and development.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder does not consistently target teaching to ensure that all activities offer children suitable challenge. She does not consider how to adapt activities for younger children to ensure they are motivated to learn and, as a result, they lose interest and just watch others. Although the childminder assesses children's progress, she does not consistently have high enough expectations of what children can achieve. This means that children are not supported to make the good progress that they are capable of or prepared for their next stage in learning. In addition, when working with her co- childminder she is frequently left to interact with most of the children. This means that she is unable to meet the needs of all children successfully and they are not all actively involved in their play and learning. Poor organisation of daily routines and activities leads to a chaotic environment at times.
p.3
Personal development, behaviour and welfare are inadequate
The weaknesses in leadership and management mean that children's safety and welfare are not assured. The childminder does not fully support children to manage their behaviour. She does not step in to support her co-childminder when children's behaviour is not acceptable. The childminder does not consistently help older children to become independent and gain confidence in their own abilities. She completes routine tasks for children that they can easily do for themselves, which hinders their progress.
p.3
Outcomes for children are inadequate
Weaknesses in teaching and learning mean children are not supported to make consistently good progress across all areas. Children do not gain a solid foundation to help prepare them for their future learning. Older children do not develop their independence sufficiently. Children do not receive quality adult interactions to challenge them and motivate them to learn.
