This provision is inadequate
The childminder does not have a valid paediatric first-aid certificate. She was unaware that this had expired some months ago. The childminder does not have regard for the 'Prevent' duty guidance for England and Wales 2015. She is not aware of the signs that children may be at risk of radicalisation and the procedures for reporting such concerns. Children are exposed to risks and hazards in the environment. Children are able to access sharp implements. Play spaces are heavily cluttered with toys that consistently present a tripping hazard. The childminder does not effectively engage with children as they play to extend and support their learning. The childminder frequently provides the same resources she knows that children enjoy. However, they are not encouraged to try different and new play experiences through purposeful, planned activities that challenge and inspire them. The childminder does not monitor children's progress to ensure she is consistently

aware of children's levels of achievement. She does not plan suitable activities to shape children's learning experiences and ensure they make good progress in their development.
p.1
It has the following strengths
Children happily approach the childminder and feel comfortable in her care. They settle quickly and easily on arrival and explore the toys available.

Inspection activities
The inspector observed the quality of teaching during activities indoors and assessed the impact this has on children's learning. The inspector held discussions with the childminder throughout the inspection about her practice and children's learning and development. The inspector spoke to children during the inspection. The inspector looked at relevant documentation and evidence of suitability of persons living in the household.
p.2
Effectiveness of the leadership and management is inadequate
The childminder's capacity to improve is poor. Although she now accurately records children's arrival and departure times, she has failed to make sufficient progress since her last inspection, with further breaches of requirements being found at this inspection. The arrangements for safeguarding are not effective. The childminder has failed to maintain a valid paediatric first-aid certificate and her knowledge of the 'Prevent' duty guidance for England and Wales 2015 is insufficient. She does not understand how children may be at risk of radicalisation. However, the childminder has suitable knowledge of other signs and symptoms of abuse and has procedures in place for reporting these concerns to the correct authorities.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder demonstrates an insufficient understanding of how children learn and does not effectively support children's communication and language. For example, she encourages children to complete a shape puzzle, but fails to mention the name of the shapes. The childminder offers some praise and encouragement for matching the correct shape to the hole. However, she does not consistently support, guide or demonstrate to children as they play to help them develop. For example, she tends to supervise children rather than interact at their level. Children generally play with the same resources every day, either chosen themselves or provided by the childminder, such as cars, small-world resources and musical toys. This does not provide children with sufficient challenge in their learning and the childminder does not do enough to build on what children know and can do as they play. The childminder gathers some information from parents about

children's level of development when they first start. However, she does not use this information to help plan effectively to support children's learning from the beginning. Children's progress is not monitored. The childminder does not precisely know where children are in their learning and she does not plan activities to match children's learning needs.
p.3
Personal development, behaviour and welfare are inadequate
The childminder's capacity to effectively risk assess the environment to ensure it is safe and suitable for children is weak. As a result, children are able to access sharp knives from the dishwasher and carry them into the lounge unsupervised. Toys are strewn across the lounge floor, which children stumble and trip on. The childminder recognises that these pose a tripping hazard but does not make any attempt to make the area safe. Furthermore, she does not encourage children to learn about being responsible for their environment and tidy away toys after use. Children generally play alongside each other well and the childminder talks to them about sharing toys and taking turns. Children spend time in the fresh air when they go on walks and visit parks.
p.3
Outcomes for children are inadequate
Outcomes for children are not good enough. Lack of assessment arrangements mean that any gaps in children's learning are not swiftly identified and addressed. Children are beginning to demonstrate some basic skills that will help them when they move on in their education. For example, they show independence and confidence.
