This provision is inadequate

 Management and staff do not all have a sufficient understanding of current safeguarding children issues, policies and procedures. They fail to keep up to date with latest guidance and legislation. This results in breaches in statutory requirements and compromises children's welfare.  The management team does not follow robust procedures to ensure the ongoing suitability of staff. It fails to ensure staff are aware of their need to disclose any details that may affect their suitability to work with children. This compromises children's safety.  The management does not provide staff with effective supervision to provide coaching and support sessions to help identify their strengths and areas where their practice, such as knowledge of safeguarding, needs improving.  The provider fails to ensure that all the required records, such as those demonstrating staff's suitability, are available for inspection as required.

p.1

p.2

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The manager and staff demonstrate a poor understanding of Local Safeguarding Children Board procedures. Although the manager provides staff with safeguarding policies and procedures as part of their induction, he does not monitor their knowledge of these or check they are aware of their responsibilities. For example, at inspection, not all staff could confidently share the procedures to follow, and the relevant agencies to contact, should they have a concern about a child or another member of staff. Furthermore, the manager fails to keep up to date with the latest guidance and legislation, and does not rigorously follow safer recruitment and ongoing suitability procedures. For example, at inspection, staff were unaware of what details may affect their suitability to work with children and their responsibility to disclose these to management. The manager failed to provide the necessary records requested as part of the inspection process, such

as staff recruitment and induction records. Poor self-evaluation and supervision of staff has resulted in weaknesses in provision and gaps in staff safeguarding knowledge that compromise children's welfare and safety.

p.3

Quality of teaching, learning and assessment is good

Staff provide a broad range of enjoyable activities and provide a welcoming and homely environment. Children of all ages enjoy colouring in already-prepared masks. However, there is limited opportunity for children to build on their own ideas and create their own designs. Staff build on children's mathematical skills. For example, children play board games and show an interest in numbers, shapes and colours. Children show curiosity and build on new skills, such as spinning objects. Children communicate well, show good listening skills and follow instructions. Partnership working with parents and teachers at the school helps to support children's progress and continuity in their care. Children develop a sound understanding of maintaining a healthy lifestyle. For example, staff talk to them about the benefits of eating healthily and taking part in regular exercise.

p.3

Personal development, behaviour and welfare are inadequate

Breaches of the statutory requirements, and staff's poor understanding of their roles and responsibilities in safeguarding, compromise children's welfare and well-being. However, children behave well and play together cooperatively. They take turns and share resources. Older children encourage their younger friends to join in with their play. Children build positive relationships with other children and make independent decisions and choices about their play. Children are confident to ask for support when needed and initiate conversations with staff. They enjoy opportunities to build on their social and conversation skills.
