Judgement at last inspection: Requires improvement to be good
p.1
and young people since the most recent full inspection
This home was judged requires improvement to be good at the last full inspection. At the interim inspection, Ofsted judges that the home has declined in effectiveness. Since the last inspection, one young person has been admitted to the home and two young people have moved out. Staff and managers do not consistently follow safeguarding processes during incidents. Records around such incidents lack sufficient detail regarding disclosures and actions taken. In four out of five safeguarding incidents sampled during the inspection, there were delays in notifying key partners, such as the Emergency Duty Team and the Multi- Agency Safeguarding Hub, following a disclosure made by a young person. There has been an overall lack of managerial oversight regarding the quality of staff practice around incidents and the capacity of staff to follow safeguarding processes effectively. These shortfalls affect the opportunity to reflect on practice.

and young people since the most recent full inspection
Staff have, on occasion, failed to implement protective measures, due to ineffective communication with key partners. These delays have left young people vulnerable. Despite the shortfalls, young people are making steady progress in respect of their social, emotional and health needs. For some young people, this progress means that they have successfully moved on to new placements. For example, staff worked closely with a new provider to ensure that the needs of one young person were understood and that the required support was in place to enable a successful move. The child’s social worker was Inspection report children’s home: SC476249 2 particularly impressed with the support of one member of staff, saying: ‘They went above and beyond to support [young person’s name] and even attended meetings on her days off. This has very much been appreciated and has most definitely assisted in making the transition smooth and positive.’

and young people since the most recent full inspection
When young people’s behaviour escalates, resulting in concerns or risks to other young people, staff and managers follow young people’s behaviour management plans. There have been a high number of physical interventions since the last inspection. However, physical intervention is only used as a last resort, in line with a young person’s behaviour plan. There has been a dramatic reduction in physical restraints in the previous two months before this inspection, as one young person has started to make positive progress. Staff continue to place a high value on education, and work collaboratively with young people and schools to overcome barriers to engagement. Since the last inspection, one young person has successfully moved into full-time education and another young person has transitioned on to secondary school and is making good progress. However, some young people struggle to engage in formal learning and the manager has not challenged

this with partner agencies. Managers are aware of the concerns raised by Ofsted during the inspection and are committed to making improvements to ensure that young people live in a safe and caring environment. The manager ensures that young people are treated fairly and in an inclusive manner through young people’s meetings. However, young people do not have clear access to advocacy services.
