Outcomes for children Requires improvement

p.1

This provision is inadequate

 The childminder has not kept up to date with current safeguarding legislation. She is not aware of the 'Prevent' duty guidance to keep children safe.  The childminder does not hold a valid first-aid certificate or current public liability insurance.  The childminder does not have appropriate fire control equipment in place.  The childminder does not assess children's learning effectively. She does not complete the required progress check for children aged between two and three years to monitor progress and implement a tailored learning experience.  At times the childminder does not always ensure that the environment is quiet enough to fully support children's concentration and listening skills.  The childminder does not effectively evaluate her practice or teaching to identify weaknesses to prioritise and plan for future improvements.

p.1

It has the following strengths

 Children's emotional well-being is fostered effectively. The childminder establishes warm and caring relationships with the children in her care. They readily go to her for reassurance and support as they play and learn.  The childminder supports children's positive behaviour through good role modelling and consistent, meaningful praise.  Children enjoy mathematical activities. They learn to count and recognise numbers to 10.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Due Date

 develop knowledge and understanding of the 'Prevent' duty guidance for England and Wales 2015 30/11/2017

p.2

Due Date

 maintain a current paediatric first-aid certificate 30/11/2017  ensure appropriate public liability insurance is in place 30/11/2017  make sure there is appropriate fire control equipment in place to ensure children's safety and welfare 30/11/2017

p.2

Due Date

 improve the use of assessment to identify children's level of achievement, what they need to learn next and shape learning experiences that help children make the best possible progress 30/11/2017

p.2

Due Date

 implement procedures to review the progress of children between the age of two and three years and provide parents and/or carers with a short written summary of their child's development in the prime areas. 30/11/2017

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 ensure background noise is limited to enable children to fully focus on their learning  implement a self-evaluation process to identify and address weaknesses effectively and raise outcomes for children.

p.2

Inspection activities

 The inspector observed the quality of teaching during activities and assessed the impact this has on children's learning.  The inspector completed a joint evaluation of an activity with the childminder.  The inspector held a number of discussions with the childminder. She looked at relevant documentation and evidence of the suitability of persons living in the household.  The inspector spoke to children during the inspection.

p.2

Effectiveness of the leadership and management is inadequate

Safeguarding is not effective. The childminder is not confident about how to recognise or manage concerns that a child or family is being drawn into extreme behaviours or views. However, she does have a good awareness of the signs and symptoms of abuse and knows how to report concerns. The childminder checks the childminding areas before the children arrive and implements routine risk assessments. However, she has failed to recognise other aspects that compromise children's safety. This relates to not having appropriate fire control equipment in place. In addition, she does not hold public liability insurance. The childminder has not maintained mandatory qualifications, such as paediatric first aid to ensure that she is able to meet children's health needs in the event of an emergency. The childminder does not make use of self-evaluation to identify and address weaknesses in her practice and teaching.

p.3

Quality of teaching, learning and assessment requires improvement

Assessments are not rigorous enough. The childminder does not accurately identify the next steps in children's learning to plan activities that offer challenge and extend their learning. She does not complete the progress check for children aged between two and three years. The childminder effectively joins in with children's play. She uses a range of questioning techniques and a running commentary to help children develop their communication and language skills. However, at times background noise means that children are distracted and unable to concentrate on their learning. Children are developing an interest in books as they enjoy stories with the childminder. The childminder shares information with parents daily on activities and experiences children participate in and shares ideas of activities they may wish to do with them at home to enhance learning.

p.3

Personal development, behaviour and welfare are inadequate

The weaknesses in leadership and management place children's health, safety and welfare at risk. However, children appear happy and settled in the childminder's care. Children have opportunities to build their confidence, social skills and extend their knowledge of the world around them. They attend toddler groups and participate in visits within the local community. Children are encouraged to make choices and share opinions and this helps develop their self-confidence and independence. The childminder supports children to adopt a healthy lifestyle. For example, children spend time in the fresh air and have opportunities to be physically active at local parks and on walks.

p.3

Outcomes for children require improvement

Weaknesses in planning and assessment mean that children's individual learning needs are not clearly identified or planned for. Despite this, children are developing good language skills. They confidently make choices and do things for themselves. Children are gaining some of the basic skills to support their future learning.
