p.1

This provision is inadequate

 Children's welfare is compromised. The childminder and her assistant do not have a secure understanding of safeguarding. The childminder does not maintain an accurate register of children's attendance.  The childminder's assistant sometimes cares for children independently. The childminder has not obtained permission from all parents to allow this.  Children's behaviour is not always managed effectively. Children do not receive consistent responses to help them learn what is expected of them.  The childminder does not effectively promote children's good health. They are at risk of cross-infection because the childminder does not consistently implement rigorous health and hygiene practices.  Teaching is poor. The childminder does not accurately observe and assess children's learning. She has not completed the required progress check for children aged between two and three years. Children make little progress in their learning and development.

p.1

This provision is inadequate

 The childminder does not evaluate her practice or provide effective supervision and support for her assistant. She does not identify key weaknesses or demonstrate any commitment to raising outcomes for children.

p.1

It has the following strengths

 Younger children are generally happy and settled in the childminder's care. This helps to support their emotional development to some extent.

p.1

p.2

Inspection activities

 The inspector observed the quality of teaching and assessed the impact this has on children's learning.  The inspector completed a joint evaluation of an activity with the childminder.  The inspector spoke with the childminder, her assistant and children at appropriate times during the inspection.  The inspector looked at relevant documentation and discussed the childminder's policies and procedures.  The inspector looked at records relating to the suitability checks of the childminder and her assistant.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is not effective. The childminder and her assistant do not have a secure knowledge of child protection issues. Their knowledge of current safeguarding legislation is poor. The childminder does not make sure that she maintains an accurate record of children's attendance. Some children are left in the care of the childminder's assistant without parental consent. Children's welfare is compromised. The childminder does not evaluate her service. She does not identify breaches in requirements or areas that need improving. She has not improved her practice since the last inspection or a subsequent visit by Ofsted and standards have slipped further. The childminder's ability to support her assistant to improve her knowledge and skills is weak. The childminder provides little support or training to help develop her assistant's practice. This demonstrates that she is not fully committed to improving her provision to benefit children and their families.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder has a poor understanding and knowledge of how to promote children's learning and development. The childminder does not monitor children's learning and development effectively. She does not accurately assess children's learning to build on what they already know. She has not completed the required progress check for all children aged between two and three years. Gaps in learning are not identified or addressed. The childminder does not provide children with a purposeful and stimulating learning environment. She fails to identify what children can learn from the activities she provides. She does not know what children are capable of and does not plan effectively to support their learning. Children rarely engage in any meaningful play and flit from toy to toy, chosen from the resources strewn across the room. Older children in particular lack confidence and are often bored and disinterested.

p.4

Personal development, behaviour and welfare are inadequate

The childminder does not provide clear enough guidance to help children understand what is expected of them. For example, children are not always effectively supported to share or take turns. Children's good health is not fully promoted. Children are not always provided with nutritious snacks and after snack time children ask for biscuits which the childminder gives them. Some children wander around eating crisps which other children start asking for. The childminder does not help children to follow good hygiene practices, such as washing their hands before eating. Younger children are generally occupied and content. They have formed attachments with the childminder and her assistant.

p.4

Outcomes for children are inadequate

Significant weaknesses in teaching do not ensure that children are prepared for their next stage of learning. Children do not have enough opportunities or support to develop the important skills needed in preparation for later learning. Children do not develop good speaking or social skills. Gaps in learning are widening and some children, including those in receipt of additional funding, are at a severe disadvantage when they start school.
