This provision is inadequate
The childminder has not taken prompt and effective action to address the issues raised at the last inspection, which places children at considerable risk. The childminder has continually failed to provide Ofsted with required information about all adults who live in the household so that required checks can be fully completed. The childminder has continually failed to notify Ofsted of changes to her health. Additionally, she has failed to inform Ofsted when she provided foster placements. The arrangements for assessing what children can do continue to be weak. The childminder does not effectively check children's levels of development across the areas of learning. She cannot identify if there are gaps in their learning or consistently provide them with appropriate levels of challenge. Children do not make enough progress. The childminder has not taken effective action to identify how to improve the way she

works in partnership with other settings. Discussions with parents focus heavily on children's care and their activities. They are not provided with regular and accurate information about their child's development or ways they can continue to support learning at home.

Children have close relationships with the childminder. She spontaneously supports some of their learning as they play.

Inspection activities
The inspector observed the quality of teaching during activities and assessed the impact this has on children's learning. The inspector completed a joint evaluation of an activity with the childminder and, together, they discussed the learning taking place. The inspector spoke with the childminder and children at appropriate times during the inspection. The inspector looked at relevant documentation, such as records of attendance, the childminder's training and she checked evidence of the suitability of adults living in the home.
p.2
Effectiveness of the leadership and management is inadequate
Arrangements for safeguarding are ineffective. The childminder has not taken sufficient steps to ensure the safe management of her provision since the last inspection. This places children at significant risk. She has failed to provide Ofsted with the information required to enable suitability checks to be carried out on all adults in the household. Furthermore, the childminder has failed to notify Ofsted of other significant changes and events, as required. This is particularly in relation to her health and other responsibilities which impact on childminding, such as providing foster care. Newly introduced systems for tracking the progress children make are ineffective. Information gathered lacks detail and the childminder is unable to identify if there are any gaps in learning or areas where children may be falling behind. The childminder does not effectively evaluate her provision to help her identify weaknesses or plan what can be improved. She does not access the

support or training needed to improve her practice. She is, however, maintaining some essential knowledge and skills, such as in first aid and some aspects of child protection. The childminder understands her responsibilities and knows how to make a referral if she is concerned about a child's welfare.
p.3
Quality of teaching, learning and assessment is inadequate
Teaching is ineffective because the childminder still does not accurately assess children's levels of development across all areas of learning. She does not identify areas where children may need more support or use assessment to help her plan and shape activities. Children are not consistently provided with appropriate levels of challenge. The childminder has not taken steps to improve partnership working with other settings. Additionally, she does not provide parents with regular and precise assessments of children's progress or ways they can contribute to children's learning at home. Children are not making the progress they are capable of in some areas of learning. The childminder does promote some general learning as children play. She models new words which helps to build their vocabulary and she asks some effective questions which helps them think and respond. Some aspects of mathematics and social development are
p.3
Personal development, behaviour and welfare are inadequate
The weaknesses in leadership and management significantly impact on children's safety. The childminder does not do enough to keep children safe because she has not taken prompt action to supply Ofsted with required information. In practice however, children play safely because risks on the premises are identified and appropriately managed. Children behave well as the childminder is clear about expectations. She models social skills, such as turn taking during games. Children enjoy her interaction as she plays alongside them. They share warm smiles and the childminder offers praise when they do well. Children enjoy playing in the garden and going on local walks, which helps to provide them with some regular exercise.
p.3
Outcomes for children are inadequate
Children are not making enough progress because they are not challenged to achieve as much as they can across all areas of their learning and development. For example, children are not routinely encouraged to practise self-care skills, to help them manage more tasks for themselves. Despite this, children do enjoy playing with some interesting resources. They are well-motivated to join in games and enjoy being outside. Taken overall, however, children are not supported well enough to develop the skills they need in readiness for their future move on to nursery or school.
