This provision is inadequate
The provider has failed to fully act upon actions set at their last inspection to raise the overall quality of the nursery. They do not use effective procedures to identify and address all weaknesses in practice. Children's health and well-being are compromised. Staff do not carry out effective risk assessments to keep children safe at all times. They fail to identify or remove a number of significant hazards in the areas where children play. Overall, the quality of teaching is weak. Staff interaction is inadequate. Staff fail to extend children's learning to help them make the progress they should.
p.1
It has the following strengths
Staff provide children with healthy and nutritious meals, and ensure children are able to access drinking water throughout the day. Staff are kind and caring towards children. They provide a welcoming environment for children and their parents. Staff help children to settle when they start and, together with management, they provide children with the emotional support they need as they move through the nursery and on to school.

Inspection activities
The inspector observed staff's interactions with children in all areas of the nursery and talked to staff and children at appropriate times. The inspector carried out a joint observation with the manager. The inspector sampled documentation, including the nursery's self-evaluation, children's assessment records, and policies and procedures. The inspector discussed with the manager the changes they have made since the last inspection to improve outcomes for children. The inspector took into account the views of parents spoken to on the day of the inspection.
p.2
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. The management has failed to make sure staff have a secure understanding of how to implement ongoing risk assessments to maintain children's safety at all times. Staff do not recognise what constitutes a risk to children's safety. They do not take action to minimise hazards, such as ensuring that children cannot access the small pond unsupervised and storage areas where cleaning equipment is stored. Nevertheless, the management and staff have a secure knowledge of the signs and symptoms which may cause concern in relation to child protection, and are confident to report any concerns. The manager has recently returned from maternity leave and there have been some staff changes. The manager carries out ongoing supervision and uses new detailed induction procedures to help new staff and those taking on new roles to identify training needs. However, not all staff have the required knowedge and skills to

maintain children’s safety in relation to minimising risks and hazards. Staff do not provide good quality teaching and learning experiences for all children. The management has put in place monitoring systems to track individual and groups of children. It has links with other early years professionals to help children receive the support they need. Staff have positive relationships with parents to help them provide a continuity of care for children.
p.3
Quality of teaching, learning and assessment is inadequate
Staff do not support children's learning and development well. Staff carry out observations and assessments of children, and have a clear understanding of children's interests. However, staff do not consistently provide sufficient challenge for children's ages and stages of development, which results in minimal learning. Staff do not engage effectively with children to build on their knowledge and understanding. Often, children are not engaged in any purposeful play, become bored and lose interest. Nevertheless, staff work well with parents to support those children who are learning to speak English as an additional language.
p.3
Personal development, behaviour and welfare are inadequate
Staff do not ensure children's safety and this means that they are at risk of harm. Staff do not recognise the importance of teaching children how to manage risks in the environment. For example, children do not know the importance of not exiting the building using emergency exit doors unless it is an emergency. Staff provide children with opportunities to exercise, such as using large play equipment to support their physical development. Children learn to respect similarities and differences in society. Their behaviour is appropriate for their age.
p.3
Outcomes for children are inadequate
Children are not adequately challenged in their play and this has a significantly negative impact on their outcomes in learning. Younger children become frustrated, such as when there are insufficient resources to enable them to join in games. Older children lose interest in activities and wander around. Children are not making as much progress as they could.
