p.1

This provision is inadequate

 Children are not adequately safeguarded. Staff do not understand the safeguarding policy and are unaware of the procedure to follow should they have concerns about children's welfare or the behaviour of other staff. Their knowledge of how to identify and respond to child protection concerns is weak. Staff do not understand their responsibility under the 'Prevent' duty guidance.  The provider has failed to carry out enhanced suitability checks on all adults who have regular contact with children, including volunteers who are unsupervised at times. She does not keep the required record of the staff's Disclosure and Barring Service checks.  Staff are not effectively deployed to ensure that children are adequately supervised and kept safe at all times. Risk assessments are not thorough enough to ensure children are not exposed to risks. There are no arrangements in place for the supervision of staff.

p.1

This provision is inadequate

 The provider is unable to provide evidence that public liability insurance is in place and she does not keep an accurate record of children's attendance, as required.  There is no key-person system in place to tailor the care and activities provided to meet the individual and developmental needs of the youngest children.  Staff do not manage children's behaviour effectively or reinforce what is expected of them. Staff also do not ensure that equipment, resources and toys are well organised and suitable to meet the different ages and developmental needs of all children.

p.1

It has the following strengths

 Staff are cheerful and friendly. Most children enjoy attending and play happily together.

Inspection activities

 This inspection took place as a result of the risk assessment process following concerns raised about the provision.  The inspector viewed the premises and observed the collection of children from school, activities indoors and the interactions between staff and children.  The inspector talked to staff and children at appropriate times during the inspection. She also spoke to a headteacher of one of the schools from which staff collect children.  The inspector held meetings with the provider and looked at relevant documentation.  The inspector spoke to small number of parents and took account of their views.

p.3

Effectiveness of the leadership and management is inadequate

Leadership and management of the setting are weak. The provider does not evaluate the provision sufficiently to ensure all legal requirements are met. The arrangements for safeguarding are ineffective. Staff's knowledge of how to protect children from harm is poor and they do not receive effective training to improve this. For example, they do not know how to report safeguarding concerns. The provider has a lack of awareness of additional statutory guidance, including the 'Prevent' duty. Staff have a weak understanding of the setting's written safeguarding policy and are unaware of the external reporting procedures should they be concerned about a colleague's behaviour. Employed staff have obtained suitability checks in relation to other roles external to this setting. However, the provider does not have a record of these Disclosure and Barring Service checks. In addition, the provider has not obtained an enhanced suitability check for

volunteers who help to escort children from school. At times, volunteers are left alone with children while other staff collect younger children from a different building. The provider does not support or monitor staff and volunteers' practice. They do not receive up-to-date training to help them develop a secure understanding of their roles and responsibilities. Nevertheless, all staff hold current paediatric first-aid qualifications. This helps them to manage any accidents or emergencies. The provider was unable to supply evidence that public liability insurance is held for the setting. She does not keep an accurate record of the days and times that children attend, as required. Staff are not always sure which children they need to collect from school. Partnerships with schools are not well established and do not support a shared approach to children's development.

p.4

Quality of teaching, learning and assessment is inadequate

Staff do not provide a well-planned or stimulating environment to meet the needs of the different ages of children that attend. Staff discuss the activities they will put out each day for children. However, they give little consideration to how the activities and resources meet the particular needs of the youngest children, or how they complement the learning of older children at school. Young children do not have a key person to tailor activities to meet their learning needs. In addition, there is a very limited range of toys, resources and books available to support children's interests and developmental needs, especially for the youngest children who attend. Furthermore, the radio plays loudly in the background during some parts of the session. This diminishes younger children's ability to listen and concentrate. Nevertheless, older children enjoy drawing and writing, and play imaginatively together using small-world characters.

p.4

Personal development, behaviour and welfare are inadequate

The provider and staff have an insufficient knowledge of how to keep children safe and promote their welfare. They do not implement rigorous safeguarding policies and procedures or effectively identify and minimise risks to children. On some days of the week, a very large group of children is escorted from school. Although the provider employs enough staff to meet the minimum legal requirements, staff do not adequately supervise children on the journey from school to the setting. In addition, some children do not behave well. Staff do not provide clear and consistent guidance for children to help them fully understand what they can and cannot do during the journey. For example, when crossing the field to reach the club, children run around in different directions among members of the public, some of whom have dogs. Other dogs that are not on a lead roam in the field, presenting further hazards to children. While this gives children an

opportunity for physical exercise, staff find this situation difficult to manage and control. Nevertheless, all children are within sight or hearing of staff. Young children do not have a key person and their emotional well-being is not supported well enough. On occasions, younger children are left for extended periods of time with no interaction from staff. Furthermore, parents are not informed of a named key person for their child. Nevertheless, most children appear to be happy and enjoy playing together. Staff promote children's good hygiene practices and ensure that snack time is a sociable occasion. Children are confident and motivated to help staff prepare the environment for snack.
