p.1

This provision is inadequate

 The childminder has not made sufficient progress since her last inspection and has not met all of the actions set at that time.  The childminder does not keep an accurate record of the hours children are in her care.  Assessments of children's progress are not accurate. The childminder does not use information about children's interests and development levels to plan activities to meet children's individual learning needs.  The quality of teaching is poor. The childminder does not understand how children learn or use positive interactions to engage their interests and motivate them to achieve.  The childminder does not access professional development opportunities to improve her knowledge of the learning and development requirements and her teaching skills.  Hygiene practices are inadequate and pose a risk to children's health. Children are not taught about the importance of good hygiene or how to prevent infection.

p.1

This provision is inadequate

p.1

It has the following strengths

Inspection activities

 The inspector observed the quality of teaching and learning during activities and assessed the impact this has on children's learning.  The inspector held a number of conversations with the childminder.  The inspector spoke to parents during the inspection and took account of their views.  The inspector looked at relevant documentation and evidence of her suitability to work with children.

p.2

Effectiveness of the leadership and management is inadequate

The childminder does not keep an accurate record children's attendance as required. She has not effectively met all of the actions set at the previous inspection. The childminder does not regularly assess children's learning and identify what they need to learn next, and she does not plan activities that will support children to make good progress. The childminder works with parents to establish accurate starting points in development when children first start with her. The childminder does now carry out risk assessments of the premises and ensures children do not come into contact with hazards, including in the outdoor area. Safeguarding is effective. The childminder has an adequate knowledge of the signs and symptoms of abuse. She knows who to contact in order to make a referral if she has concerns about a child and she knows her responsibilities regarding the 'Prevent' duty guidance. The childminder has some understanding that she needs to learn more

p.3

Effectiveness of the leadership and management is inadequate

about appropriate activities to engage children's interests. However, she has not identified how to go about improving her knowledge. For example, she has not identified training or sought support to continue her own professional development.

p.3

Quality of teaching, learning and assessment is inadequate

The childminder does not have an adequate knowledge of how children learn and children do not make good progress. For example, she does not plan any activities for young children as she states they are too young and she prefers them to just play. They do not display the characteristics of effective learning. Children are not engaged in meaningful play, lose interest quickly and are not motivated to learn. The childminder does not monitor children's progress and current assessment of children's learning is not accurate. As a result, she is not able to share accurate information with parents to help them support their child's ongoing development at home. The childminder does not spend enough time talking to children to develop their communication and language skills and she does not involve herself in their chosen play to help guide their learning through positive interaction.

p.3

Personal development, behaviour and welfare are inadequate

Children are provided with healthy snacks and meals, but the childminder misses opportunities to help children learn about the importance of a healthy lifestyle. They do not wash their hands before eating or after using the potty. The childminder's own hygiene practices also put children at risk of infection. For instance, she does not implement effective nappy changing procedures as she changes a child's nappy on the sofa and does not clean the area afterwards. Other children climb onto the sofa with their face in the same place as the child was changed. Children often squabble and snatch toys from each other. The childminder does not demonstrate she is able to manage this behaviour in an age-appropriate manner that children can then apply independently and children remain frustrated. Children have opportunities to develop their social skills and build friendships in a wider social group during visits to the local park and playgroups.

p.3

Personal development, behaviour and welfare are inadequate

Young children show they are beginning to understand how other children are feeling. They respond kindly to a child who is feeling poorly by bringing a comforter and blanket.

p.3

Outcomes for children are inadequate

The weaknesses in teaching mean that children do not make enough progress in their learning and development. They are not developing the skills they need to move on to their next stage in learning, including the eventual move to school. That said, children do have some opportunities to develop their independence. Young children successfully feed themselves and make some decisions about what they play with.
