Inspection report for children’s home – monitoring visit: SC378187 1 SC378187

p.1

Platinum Services For Children (Residential Care) Ltd

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

This is a privately owned children’s home for up to two young people who have emotional and/or behavioural difficulties.

p.1

This monitoring visit

This home was judged inadequate at the full inspection on 22 and 23 August 2017.

p.1

This monitoring visit

As part of the inspection, requirements were made in respect of:

p.1

This monitoring visit

 Young people’s poor education attendance.  Significant concerns about young people’s behaviour that placed them at risk of harm.  Young people going missing from the home on a regular basis and staff not responding to this effectively.  Staff not recording sanctions in line with regulations.  Young people’s written plans not reflecting young people’s individual needs and not showing how staff will meet these needs.  Gaps in medication records.  The home’s risk assessment not containing sufficient information about known risks.  Training records not showing that staff are sufficiently skilled to meet the needs of the young people.  Staff not receiving annual appraisals.  The registered person not notifying Ofsted of significant police involvement with the home. Inspection report for children’s home – monitoring visit: SC378187 2 In order to evaluate the progress that the manager and staff have made in

p.1

This monitoring visit

addressing these concerns, Ofsted carried out a monitoring inspection. This inspection showed that the manager and staff have taken effective action to meet all the requirements raised at the full inspection. In doing so, they have improved the quality of care provided to the young people and the young person is safer as a result.

p.2

This monitoring visit

With staff encouragement, the young person now attends school on a daily basis. The school reports that she is doing well and there are plans for her to complete work experience at a local hotel in the coming month.

p.2

This monitoring visit

The level of police involvement at the home has decreased significantly since the full inspection. One young person has moved on from the home and staff work more effectively with the remaining young person. This has led to a reduction in the number of incidents of challenging behaviour reported. Staff have worked well with the young person to increase her awareness of the risk at which she places herself when she goes missing. As a result, the young person has not gone missing since the last inspection. The independent reviewing officer commented on this positive change at the young person’s recent statutory review meeting.

p.2

This monitoring visit

The manager has developed a new system for recording sanctions. Because the young person has not received any sanctions since the last inspection, this new system has still to be tested out and embedded into practice. Nevertheless, the new system is clearer and allows for better evaluation of the effectiveness of the sanction.

p.2

This monitoring visit

Young people’s written plans now reflect their individual needs. Furthermore, information contained in the plans outlines how staff meet these needs. Young people’s views inform the plan. For example, a new ‘Who am I’ record contains key information about the young person’s likes and dislikes, which helps the staff to care for them.

p.2

This monitoring visit

Records show that staff now administer medication to young people safely. The manager has scheduled a training course for staff on the safe administration of medication. This will help the staff to further refresh their skills and knowledge.

p.2

This monitoring visit

The manager has updated the risk assessment regarding the location of the home. This now includes information about known risks within the area where the home is situated. This enables the staff to better support young people and keep them safe.

p.2

This monitoring visit

Staff training records clearly show the range of courses that staff have completed. All staff are up to date with mandatory courses, apart from one senior staff member who is due to complete refresher training in safeguarding. Accurate training records enable the manager to understand the training needs of staff and to tailor the home’s training plan accordingly. Inspection report for children’s home – monitoring visit: SC378187 3 All staff have had an appraisal. As a result, staff have the opportunity to reflect on their practice and identify an individual plan to support their development.

p.2

This monitoring visit

The manager has introduced new guidance for staff about when to notify Ofsted and other relevant people when serious incidents happen. This enables staff to share information with Ofsted in a timely way.
