p.1
This provision is inadequate
The provider has failed to notify Ofsted of changes to individuals on the management committee to ensure that suitability checks can be completed and ensure all committee members are suitable for their role. This poses a significant risk to children's safety and welfare. On occasions, staff do not fully consider the needs of the younger children during everyday activities. Therefore, they are less engaged in their learning at such times. Staff are quick to complete tasks for children that they can do themselves. Therefore, they miss opportunities to fully extend children's independence and self-help skills.
p.1
It has the following strengths
Staff plan interesting activities that older children enjoy, to keep them interested and motivated in their learning. They are good role models who encourage children to behave well and make good progress in their learning, overall. Staff establish positive partnerships with parents to keep them well informed about their children's care and learning. Parents speak positively about their children's progress.

Inspection activities
The inspector held a meeting with the manager and spoke to staff during the inspection. The inspector spoke to a small selection of parents during the inspection and took account of their views. The inspector completed a joint observation with the manager. The inspector looked at relevant documentation, such as the setting's policies and procedures, children's development records and evidence of the suitability of staff working at the setting. The inspector observed the quality of teaching during activities indoors and outdoors, and assessed the impact this has on children's learning.
p.2
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. The provider has failed to notify Ofsted of changes to the committee and one committee member does not have the required Disclosure and Barring Service check. They make managerial decisions about the setting and have an active role in recruiting staff. Consequently, children's welfare is compromised, which puts children at significant risk. The manager and staff, however, do have a good knowledge and understanding of the procedures to follow should they have concerns about a child in their care. The manager has met previous recommendations made following the last inspection. For example, she has put new systems in place to improve the setting's procedures for gathering information from parents about children's abilities when they start at the setting. However, the provider has not evaluated sufficiently well to identify breaches in requirements and ensure that children are safe.
p.3
Quality of teaching, learning and assessment is good
Staff implement effective systems to assess children's learning. The manager and staff monitor children's progress and seek early intervention from other professionals to narrow gaps in children's learning. Staff get to know the children's interests well and plan activities to help support their next steps in learning. Staff support children to develop mathematical skills well. For example, as they collect stones in the garden, staff engage children in conversations about number, colour, shape and size. Children enjoy participating in sensory activities, as they squeeze play dough through their fingers. Children are encouraged to think of ways to solve their own problems for themselves. Children enjoy listening to stories and respond well to staff's questions about these. Staff support children's creative development well.
p.3
Personal development, behaviour and welfare are inadequate
Weaknesses in leadership and management lead to children's overall safety being compromised. However, staff are positive role models who treat children with kindness and respect. Children have daily access to outdoor play, where they have opportunities to challenge their physical skills. For example, they learn hand-to-eye coordination as they throw balls through hoops and practise balancing and climbing on appropriate equipment. Staff support children to develop social skills. For example, mealtimes are sociable and staff encourage children to engage in conversations with each other. This helps children to form friendships, share and take turns.
p.3
Outcomes for children are good
Children are confident learners and independently explore their own ideas and make their own choices. Children make good progress from their starting points and develop good communication, language and early literacy skills. For example, the older children skilfully write their names and the younger children have opportunities to make marks on paper. They have plenty of opportunities to listen to and recall familiar stories. Overall, younger children progress well and enjoy listening to stories. Children are developing the skills and knowledge they need for their future learning and eventual move to school.
