This provision is inadequate
The childminder does not make a quick and effective decision about what action to take when a child is injured, which puts children's health at risk. The childminder does not know to notify Ofsted of significant events in a timely manner. The childminder does not ensure there is a first-aid kit available while on outings, which compromises children's health. The childminder does not ensure children are adequately supervised, which has an impact on their safety. The childminder does not maintain children's safety at all times, or carry out risk assessments. Children are at risk of dangers, specifically on outings, as hazards are not identified. The childminder does not work well enough with parents to ensure they are fully informed of matters involving their children, including any accidents or injuries, or asked to complete the relevant records.
p.1
It has the following strengths
The childminder establishes warm, caring relationships with the children, who show they are happy and independent. The childminder carries out observations and assessments to identify any gaps in children's development. Children make adequate progress in their learning overall.

p.2
Inspection activities
The inspection was carried out as part of the risk assessment process. The inspector spoke with the childminder at appropriate times during the inspection. The inspector observed children engaged in activities and the childminder's interactions with them. The inspector sampled a range of documentation, including children's details, learning records, insurance certificates and other relevant documentation. The inspector looked at the parts of the house used for childminding purposes. The inspector observed children's play with the childminder and discussed children's learning and progress.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The childminder does not make a quick and effective decision about what action to take when a child is injured, which has a major impact on their health and well-being. The childminder does not know to notify Ofsted of significant events in a timely manner. She does not ensure there is a first-aid kit available while she is on outings, which means she cannot manage any accidents effectively. She does, however, carry parents' contact details with her. The childminder does not ensure children are adequately supervised on outings, which has an impact on their safety. The childminder does not know to inform local child protection agencies of any serious accidents or injuries. The childminder does not maintain children's safety at all times, or carry out risk assessments. She places children at risk, specifically on outings, because hazards are not identified. The childminder does not ensure parents are fully informed of

any accidents or injuries, or ask them to complete the relevant records in a timely manner. The childminder understands the signs that may mean a child is at risk of abuse and how to follow reporting requirements. Although the actions from the previous inspection have been met, the childminder's self-evaluation does not effectively identify all areas for improvement. The quality of the provision has not improved and there are now different breaches in requirements that place children at risk. The childminder does not develop her professional practice, which has a negative impact on children's care and learning. She does not keep a record of complaints and their outcomes.
p.4
Quality of teaching, learning and assessment requires improvement
The childminder's quality of teaching is not consistently strong. The childminder does not make effective use of a range of ways to engage and challenge children through her interactions with them. She helps children to develop their physical skills and their hand and finger movements adequately. For example, children enjoy fixing small-world toys together. The childminder supports children's knowledge of the world sufficiently. For example, children enjoy playing with transport toys to create their own imaginary environments.
p.4
Personal development, behaviour and welfare are inadequate
The weaknesses in safeguarding put children at risk. The childminder manages children's behaviour appropriately. Children behave well and understand the consequences of their behaviour. They know to share and take turns. The childminder supports children's understanding of the wider world. For example, children learn about different cultural festivals.
p.4
Outcomes for children require improvement
Children's progress is adequate overall, but not good enough to fully prepare them for their move on to school. However, children communicate well with the childminder and follow instructions. They enjoy naming the colours and makes of the toy cars they play with as they develop their interests.
