p.1

This provision is inadequate

 The childminder's ability to read and write in English is poor. She is unable to keep required records without assistance, which compromises children’s safety and well- being.  The childminder has insufficient knowledge of child protection issues and does not know the procedures to follow if an allegation is made against her. She does not have contact details for agencies who have responsibility for child protection and is, therefore, unable to pass on any concerns she may have about children in her care.  The childminder has an inadequate understanding of the learning and development requirements. She does not use information from observation and assessment of children’s learning to plan activities. This results in ineffective teaching that is not matched to children’s needs.  The childminder has failed to make enough progress since her last inspection. She is not able to identify what needs to improve to help children learn and keep them safe.

p.1

This provision is inadequate

 The childminder does not keep an accurate daily record of the names of the children being cared for and their hours of attendance.

p.1

It has the following strengths

 The childminder has close, trusting relationships with children who go to her for comfort. She is attentive and caring to their individual needs, which gives them a good sense of belonging.

p.1

What the setting needs to do to improve further

The provision is inadequate and Ofsted intends to take enforcement action

p.2

p.2

Inspection activities

 The inspector observed the range of activities provided for children.  The inspector reviewed a range of documentation including the safeguarding policy and procedures and the record of children's attendance.  The inspector observed interactions between the childminder and children throughout the inspection.  The inspector spoke with the childminder and children at appropriate times throughout the inspection.

p.2

Effectiveness of the leadership and management is inadequate

Safeguarding is not effective and as a result, children's safety and welfare is significantly compromised. The childminder does not know the correct procedure to follow if she has a concern about a child's welfare or if an allegation is made against her or a family member. She does not know who to contact if she has a child protection concern and does not have a good enough understanding of signs of abuse and the appropriate action to take. The childminder fails to record times of children's attendance accurately. If there were a safeguarding concern it would be difficult to establish whether a child was attending at that time. The childminder does not reflect on her practice to help identify and address areas for improvement. She has failed to develop her skills since her previous inspection to help improve outcomes for children. Parents share some information about their children's likes and dislikes before they start, which helps them settle quickly.

p.3

Quality of teaching, learning and assessment is inadequate

The quality of teaching is poor and does not meet children's individual learning needs. The childminder has an insufficient knowledge of the learning and development requirements, which has a negative impact on the progress that children make. She does not carry out observations, assess what children know and can do and does not plan interesting or challenging activities. As a result, children do not make the progress they should. The childminder is unable to read to children in English, and as a result, children have too few opportunities to develop their reading skills. The childminder uses lots of praise and encouragement and children are proud of their achievements.

p.3

Personal development, behaviour and welfare are inadequate

The childminder does not have sufficient skills in reading and writing English to enable her to keep the records required to ensure children are kept safe. She relies on her husband to complete these for her when he is available. Nevertheless, the childminder provides a warm and welcoming environment and children separate easily from their parents. The childminder responds promptly and appropriately to children who are tired or hungry. She promotes children's good health, for example, by helping them wipe their noses and helping them to wash their hands. Children have ample opportunity to enjoy energetic play both inside and outside. This helps promote their physical development.

p.3

Outcomes for children are inadequate

Breaches of the statutory requirements for safeguarding and learning and development have a significant impact on children's safety, well-being and development. The childminder has some awareness of children's interests. However, she does not understand how to plan and provide age-appropriate activities to support children’s learning. Any learning that takes place is incidental and as a result, children do not make enough progress.
