Inspection report for children’s home - monitoring visit: SC482141 1 SC482141

p.1

Beacon Child Care Limited

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

The home is registered to provide care for four young people up to the age of 18. The home offers care for young people who have behavioural and/or emotional needs. The home is privately owned.

p.1

This monitoring visit

This home was judged inadequate at the last full inspection on 23 August 2017. The inspection resulted in three compliance notices being issued.

p.1

This monitoring visit

 the conditions of the premises  the failure of managers to give sufficient attention to the safe recruitment of staff  the failure of staff to use risk assessments to help reduce risks to young people.

p.1

This monitoring visit

In order to evaluate the progress that managers have taken to meet the three compliance notices, a monitoring visit was undertaken on 4 October 2017.

p.1

This monitoring visit

 There is significant improvement in the physical condition of the premises. This has addressed all previously highlighted concerns. For example, the toilet in the young people’s bathroom is repaired. All the improvements made have ensured that the home is now more comfortable for young people to live in. Consequently, the managers have met the compliance notice.  The detail added by staff to risk assessments has improved. The risk assessments are now much clearer and identify all known risks, triggers and control measures. As a result of these improvements, managers have met the Inspection report for children’s home - monitoring visit: SC482141 2 compliance notice.  Progress in safe recruitment has not been sufficiently prompt to ensure that practice safeguards young people. There continues to be an absence of sufficient oversight of staff working in the home on a temporary basis. The failure to take swift action has resulted in the compliance notice not being

met. Ofsted has reissued the compliance notice and will complete a further visit.

p.2

This monitoring visit

There was one new concern identified at this visit. One young person has recently started going missing from the home. A detailed risk assessment provides advice for staff on what action to take to reduce risk. Records illustrate that staff follow the guidance in practice. However, when the young person returns home she does not have the opportunity of an independent return home interview. This means that opportunities to understand the young person’s views and use these to reduce risk are lost. Consequently, Ofsted has made an additional recommendation in this area.

p.2

This monitoring visit

Ten other requirements made at the last inspection are ongoing and will be reviewed at the next full inspection.
