This provision is inadequate
Children do not make the progress that they are capable of because the childminder does not understand how planning, observations and assessments help their learning. As a result children's outcomes are below the expected age for their level. The childminder has failed to demonstrate her capacity to improve as she has not met the actions and recommendation that were set at the last inspection. For example, she has still not updated her knowledge of the learning and development requirements. Partnerships with parents and external agencies are not effective. The childminder does not build on these relationships to form an agreement to support children where there is a concern about aspects of their development. Educational programmes do not consistently encourage children's learning and development. The childminder does not build on her knowledge of child development to challenge children to keep them motivated and interested in their learning and play.
p.1
This provision is inadequate
The childminder does not ensure that a daily record of the names of the children being cared for and their hours of attendance is consistently maintained. The childminder does not always use effective behaviour management strategies to ensure that children know what is expected of them. The childminder does not demonstrate a sufficiently robust understanding of safeguarding matters to ensure children's welfare is promoted.
p.1
It has the following strengths
Children have a good relationship with the childminder. This helps them to be emotionally secure.

Inspection activities
The inspector viewed the parts of the premises used for childminding. The inspector observed the childminder playing and interacting with children. The inspector spoke with other members of the childminder's family. The inspector reviewed documentation, including training certificates, policies and information relating to children.
p.2
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The childminder does not keep her knowledge of the latest safeguarding issues up to date. For example, she does not understand how to prevent children from gaining extreme and radical ideas. In addition, she does not ensure the daily records of children's attendance are consistently completed. Overall, the childminder knows what action to take if she has any welfare concerns about children. She can identify some signs that children may be at risk of harm. The childminder does not develop effective partnerships with external agencies and parents to support children's development. Although she shares some information about children's care and learning needs with parents, these relationships are not effective and do not identify and address any concerns in children's development. This means that children do not make adequate progress. The childminder has not done enough to ensure that her provision or outcomes

for children have improved. She has not met the actions and recommendation raised at the last inspection.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder has a poor knowledge of the learning and development requirements. She records children's activities through photographic documentation; however, she does not ensure that this information is used to plan activities that support children's learning and development needs. The childminder demonstrates some understanding of promoting children's physical development; for example, children are encouraged to 'have a go' at connecting construction pieces and creating their own structures. This contributes to developing their small-muscle movements and creativity as they play. However, the childminder does not build on her knowledge to ensure that children's experiences provide enough challenge and interest to keep them motivated. At times, children are distracted from learning opportunities because they are watching television.
p.3
Personal development, behaviour and welfare are inadequate
The weaknesses in leadership and management compromise children's well-being. The childminder does not use age-appropriate strategies to manage children's behaviour and help them develop an understanding of what is acceptable. She has a warm and caring relationship with children and is friendly and approachable.
p.3
Outcomes for children are inadequate
Children are not consistently engaged in purposeful activities. Their learning and development opportunities are not maximised, which has a poor impact on their progress and outcomes. Children develop some positive social and communication skills; however, they do not gain the skills they need to develop independence in preparation for their next stages of learning. For example, children drink from feeding bottles when they are more than able to drink from cups.
