Inspection report for children’s home - monitoring visit: SC476259 1 SC476259 Cambian Childcare Ltd Monitoring visit Inspected under the social care common inspection framework
p.1
Information about this children’s home
This is a privately owned children’s home, registered to provide care and accommodation for up to four young people. The home specialises in caring for young people who have experienced child sexual exploitation.
p.1
This monitoring visit
This children’s home was judged inadequate at the full inspection on 2 August 2017. In addition to the regulatory requirements, two compliance notices were issued. These were in respect of leadership and management and the protection of children. A restriction of accommodation was also put in place to prevent further young people being admitted to the home. This monitoring visit was undertaken to ensure that the two compliance notices had been met and that the restriction notice was being adhered to.
p.1
This monitoring visit
No young people have been admitted to the home since the last inspection. The two young people who were in placement at the last inspection have remained at the home.
p.1
This monitoring visit
The two compliance notices have not been met.
p.1
This monitoring visit
Although the acting manager has worked hard to make significant improvements to the home and to the experiences and progress of young people, she has not focused sufficiently on the specific actions of the compliance notices. With regard to the compliance notice in relation to the protection of children, the acting manager has failed to ensure that risk assessments/risk management plans are up to date, individualised and provide clear guidance for staff. The plans do not identify the triggers to young people’s behaviours and lack consistent and clear guidance for staff to enable them to keep young people safe. Inspection report for children’s home - monitoring visit: SC476259 2 With regard to the leadership and management compliance notice, the acting manager has failed to evidence that she has monitored staff practice to ensure that young people receive the input and care that they need to support their emotional

needs. While improvements have been made to ensure that young people’s complaints and allegations are appropriately investigated and that young people receive feedback, young people say that they do not always feel able to make complaints, as they do not trust the staff. One young person said that staff had told her that she could not telephone Ofsted if she had a complaint. Therefore, the system for managing complaints and allegations is ineffective, as young people do not feel able to voice their concerns.
p.2
This monitoring visit
There also remain a number of shortfalls. These include poor links to other agencies to obtain services for young people. For example, the need for drug and alcohol programmes was identified in young people’s risk assessments, but staff did not make referrals to these services or undertake work with the young people.
p.2
This monitoring visit
Staff do not understand or embrace the ethos of the home as set out in the home’s statement of purpose. There remains a culture of negativity and a lack of focus on young people’s needs, despite the best efforts of the acting manager to change this. Staff are not providing personalised care that meets each young person’s needs, as recorded in their relevant plans. Staff seldom undertake key-work sessions to help young people to understand and manage the impact of their past experiences. Key- work sessions that are undertaken are poor.
p.2
This monitoring visit
The acting manager has ensured that relationships between the young people themselves have improved, but young people do not trust staff and feel that staff do not listen to them. Staff still lack the experience, qualifications and skills to meet the needs of young people. For example, a staff member had recently undertaken training aimed at understanding young people’s emotional needs and how this affects their behaviour. However, the member of staff was unable to explain to the inspector the content of the training or how this approach could benefit young people.

This monitoring visit
The restriction on accommodation remains in place.
