This provision is inadequate

 Leaders and staff have not made adequate improvements since the previous inspection. Staff still do not provide children with clear explanations to help them manage their own behaviour.  Leaders and staff do not have a secure understanding of all their safeguarding responsibilities. They also do not risk assess their environment efficiently, particularly the outside space, to help identify and minimise any hazards to children's safety. This places children at significant risk of harm.  Leaders do not provide staff with effective monitoring, training and support to develop their knowledge and skills.  Staff are not deployed effectively. They do not know where children are at all times. Children are left in the garden unsupervised.  Staff do not engage with children effectively during their play to meet their individual needs and provide them with social interactions. Children lack motivation and interest

p.2

Effectiveness of the leadership and management is inadequate

Leaders do not have a secure understanding of their roles and responsibilities. Safeguarding is not effective. Leaders and staff do not understand all safeguarding requirements. For example, they do not know about what disqualifies people from working with children. Leaders do not understand the processes to follow in the event of a staff member being dismissed because they have caused harm to a child or put them at risk. Staff are also not aware of the indicators that a child is being drawn into extreme behaviour and views. However, they know the overall signs that children are at risk from other types of abuse that would cause them concern and the processes to follow to report this. Leaders do not provide staff with effective monitoring and support. For instance, they do not ensure that behaviour management training is put into practice effectively. This does not help staff develop their knowledge and skills. Self-evaluation is not successful.

p.3

Effectiveness of the leadership and management is inadequate

Leaders do not make sure that previous actions are met and they have not made improvements since their previous inspection. The capacity to improve is weak.

p.3

Quality of teaching, learning and assessment is inadequate

Staff do not interact effectively with children during activities to meet their individual needs. Children lack engagement in their play. For example, they stand around looking at others playing in the garden for some time until a member of staff comes over to find them a resource. Staff do not effectively encourage children's social skills. For example, they do not engage them in effective conversations and do not encourage them to sit next to their friends during snack time. Staff do not form successful partnerships with other settings children attend to help meet their care needs. Parents comment that staff share regular information with them to keep them informed about their children's time at the club.

p.3

Personal development, behaviour and welfare are inadequate

Staff do not risk assess their environment effectively to help minimise any hazards to children's safety, such as ensuring that the outside space is safe and secure. For example, staff place two chairs across the exit alleyway area of the garden to stop children going out or members of the public getting in. This is not sufficient to keep children safe. Staff are not deployed well. They are unaware when children are left unsupervised in the garden. This places children at considerable risk of harm. Staff do not provide children with clear guidance to help them manage their own actions. Children throw balls at each other and over the garden fence and call members of the public over to return their ball. Staff do not remind children about appropriate behaviour and keeping themselves safe. This does not help children learn to behave well or safely.
