This provision is inadequate
The provider does not have a secure knowledge and understanding of the responsibilities of her role. She does not recognise when statutory requirements are not being met and does not evaluate or monitor the effectiveness of the nursery sufficiently well. The provider fails to implement effective checks to ensure the suitability of all staff working with children. The provider does not have the knowledge or understanding required to fulfil the role of lead practitioner for safeguarding. She does not ensure that safeguarding procedures are up to date or that all staff have a good knowledge of safeguarding matters. The provider does not ensure that suitably skilled practitioners are deployed to ensure support and advice is available to staff, or that key persons are consistently available to meet children's individual needs and support their emotional well-being. Children who are learning English as an additional language do not receive good

support from staff. They have few opportunities to play and learn using their home languages. They are not supported effectively to develop their English language skills. Staff do not work in partnership with relevant professionals to support older children as they prepare to move on to school.
p.1
It has the following strengths
Children are provided with healthy meals and snacks that meet their dietary needs. Staff provide a range of activities, inside and outside, which children of all ages enjoy.

Inspection activities
The inspector reviewed documents, including staff records, policies and procedures and children's learning records. The inspector observed an activity that took place with children and discussed this with the manager. The inspector observed interactions and activities provided for children, indoors and outdoors. The inspector spoke with staff and children at appropriate times and sought the views of parents. The inspector met with the registered provider and manager.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The provider does not take steps to ensure the suitability of all staff. She does not implement safe recruitment procedures. For example, the provider fails to consistently seek references when employing staff. The provider takes lead responsibility for child protection but has not completed training to ensure that she has sufficient knowledge for this role. She lacks the knowledge required to provide safeguarding support and advice to staff, and fails to follow correct procedures when alerted to concerns. Staff are not provided with correct information about what to do in the event of an allegation being made against a member of staff. The provider does not deploy staff effectively to ensure that staff have the skills and knowledge to complete their duties. Links with local schools that children attend have not been established.
p.4
Quality of teaching, learning and assessment is inadequate
A lack of rigorous monitoring results in some children's learning needs being overlooked. Assessments are not checked to ensure staff work with parents to address any emerging concerns. Staff do not consistently use information provided by parents to build on what children know and can do. Children have few opportunities to use the languages that are most familiar to them during play and learning. Resources in the nursery reflect the ethnicities of children attending. This helps children to develop a sense of belonging.
p.4
Personal development, behaviour and welfare are inadequate
Weaknesses in leadership and management result in the welfare of children being significantly compromised. On the day of inspection there was no key person present for any of the pre-school children. This does not assure their emotional well-being. Several staff working with children are unaware of all the risks posed to children, including potential exposure to extreme views. Staff meet some personal needs of children. Children learn how to maintain their good health as they eat healthy meals and snacks that meet their individual dietary needs. They develop self-care skills, for example, as they serve themselves at lunchtimes.
p.4
Outcomes for children are inadequate
Children do not all progress well, particularly those who need support with their communication and language. They are not all well prepared for their next stages in learning. Staff provide children with some of the basic skills that they need. Toddlers show off their physical skills as they use their feet to move forwards and backwards on bicycles. Pre-school children wait and take turns in the mud kitchen.
