This provision is inadequate

 The childminder has not provided Ofsted with the required information about all adults living on the premises and all staff working on the premises, in order for the required suitability checks to be completed. Therefore, children's safety is compromised.  The childminder allows new staff who have not completed a Disclosure and Barring Service check to work in the setting and have unsupervised contact with children. This compromises children's safety and welfare.  The childminder does not ensure that staff-to-child ratios are met at all times of the day. This means that children's safety is put at risk and their welfare is not adequately supported.  The childminder has a poor understanding of the requirements of her registration, and she cannot demonstrate that she has valid public liability insurance. She is in breach of the requirements of the Early Years Register and associated Childcare Register.

p.1

This provision is inadequate

 The childminder does not use information gained from assessments of individual children's progress effectively to help her plan the environment and provide challenging activities. She does not adequately promote children's individual next steps in learning.  The childminder does not reflect adequately on the quality of the provision, to address breaches in requirements and identify weaknesses in practice, to help her meet her registration requirements and improve outcomes for children.

p.1

It has the following strengths

 The childminder develops positive relationships with children and their families. This helps children feel secure and settle into the setting quickly.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Due Date

 ensure all household members over the age of 16 complete an enhanced Disclosure and Barring Service check and provide Ofsted with their details so that the required checks can be completed to assess their suitability 19/10/2017

p.2

Due Date

 ensure that all staff working on the premises complete an enhanced Disclosure and Barring Service check and provide Ofsted with the necessary information to carry out suitability checks 19/10/2017

p.2

Due Date

 ensure that all staff who have not had an enhanced Disclosure and Barring Service check completed do not have any unsupervised contact with children 21/09/2017

p.2

Due Date

 ensure sufficient staff are present at all times to meet relevant ratio requirements and to ensure that children are appropriately supervised to meet their needs 21/09/2017

p.2

Due Date

 provide evidence of a current public liability certificate 29/09/2017  use information gained from assessments of individual children's progress to plan the environment and provide challenging activities that support children's individual next steps in their learning. 21/09/2017

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 use self-evaluation effectively to identify strengths and weaknesses in practice, including breaches in requirements, and to target and prioritise areas for development to improve outcomes for children.

p.2

Inspection activities

 The inspector sampled documentation, including children's registration records, attendance records and staff recruitment records.  The inspector observed interactions with children throughout the inspection, and assessed the impact on outcomes for children.  The inspector evaluated the effectiveness of an activity with the childminder and discussed a sample of children's learning and development records with her.  The inspector took account of the views of parents.  The inspector had a tour of all parts of the childminder's home used by children.

p.3

Effectiveness of the leadership and management is inadequate

The arrangements for safeguarding are ineffective. The childminder has failed to identify key weaknesses in practice and this puts children at risk of harm. She does not ensure that staff-to-child ratios are adhered to. On the day of the inspection, staff were looking after too many children to be able to provide adequate care. This means that children's individual needs could not be adequately met. The childminder has failed to notify and provide Ofsted with the required details of all adults working on the premises, or of all adults living in the childminder's house. This means that the suitability of such persons has not been thoroughly assessed. The childminder allows new staff who have not completed a Disclosure and Barring Service check to have unsupervised contact with children. This compromises children's safety and their welfare. Staff understand the safeguarding procedures and know whom to contact should they have any concerns about a child

protection issue. The childminder ensures that she updates her training and meets with her staff to talk about their practice. However, she does not reflect adequately on the quality of the teaching and learning in her provision and there are significant weaknesses which impact on outcomes for children. The childminder could not demonstrate at inspection that she has maintained valid public liability insurance, as required.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder does not have high enough expectations of children, and the quality of teaching and learning is weak. The childminder carries out observations of children at play and makes assessments of their progress. However, she does not use this information effectively to help her plan an adequate environment where children can meaningfully learn. Children do not have sufficient resources from which to choose, and activities provided do not build on children's prior learning or offer them challenge. For example, there are few resources that motivate younger children to succeed and that ignite older children's interest in mathematics and literacy. The childminder does not use her assessments of children's next steps in learning to adequately plan and support children to make the progress of which they are capable.

p.4

Personal development, behaviour and welfare are inadequate

Children's emotional well-being is not assured. This is because breaches in the safety and welfare requirements mean that the childminder and her assistants have not all completed the required suitability checks and do not consistently give their full attention to children to support their development. The childminder does not plan her environment to provide sufficient activities to support children to explore and to encourage them to understand and manage age-appropriate risk. The childminder and her assistants are kind and caring. Children enjoy participating in active singing sessions. They join in the actions and are familiar with the words. Children learn to develop good hygiene practices. The childminder demonstrates a positive attitude to improving her provision and has developed relationships with families.

p.4

Outcomes for children are inadequate

The variable quality of teaching and the weaknesses in safeguarding have a negative impact on the progress that children make. Children are not given the challenge they need to think through problems and work out solutions for themselves. Activities are not planned to give older children enough experiences of early writing, and activities for younger children are not targeted to meet their individual needs. Children confidently access the resources on offer, and they are eager to join in with group stories. However, they do not all gain a solid foundation to help prepare them for their next stage in learning.
