This provision is inadequate

 The staff team have a poor understanding of their roles and responsibilities relating to safeguarding children in their care. The designated safeguarding lead does not have a good enough understanding of the appropriate steps to follow in the event of an allegation being made against a member of staff. This places children at risk of harm.  Partnerships with parents remain poor. Parents do not know the identity of their child’s key person. Staff do not communicate with parents about how their child is developing or what their child needs to learn next.  The manager and staff do not identify risks or take steps to minimise them and ensure children are safe.  Staff do not help children who require additional support to make good progress. This is because staff do not liaise sufficiently with parents and other agencies to formulate a targeted plan for the children. In addition, the manager has not ensured staff complete

the required progress check for children between the ages of two and three years.  The manager does not provide an effective induction for staff or supervise their performance well. Constant staff changes and limited records about children’s learning mean that staff know very little about the children. As a result, they are unable to meet children’s individual needs.

p.1

It has the following strengths

 The staff are friendly and caring towards the children. As a result, the children settle despite being unfamiliar with the staff team.

 put appropriate arrangements in place for the supervision of staff, monitoring the implementation of the planning and assessment process and inducting new staff to ensure they know and understand the individual needs of children in their care 03/10/2017 To meet the requirements of the early years foundation stage the provider must:

p.2

 implement an effective system of assessment of children's learning and development, to accurately identify their starting points, progress and any gaps in their learning 03/10/2017

p.3

Due Date

 use information gained from assessments across all areas of learning to ensure that children's next steps in development are accurately identified and planned for 03/10/2017

p.3

Due Date

 ensure a two year progress check is completed which identifies children’s strengths and areas where children are making less than expected progress. Where there is a significant emerging concern, ensure a targeted plan is developed to support the child 03/10/2017

p.3

Due Date

 ensure children who require additional support are identified and discussions are held with parents about how to support the child and whether specialist support is required 03/10/2017

p.3

Inspection activities

 The inspector spent time observing children at play in all areas of the nursery.  The inspector met with the manager and discussed how the nursery is led and managed.  The inspector carried out a joint observation with the nursery manager.  The inspector looked at a range of documentation, including policies, records of the progress children have made, the setting's improvement plan and evidence of suitability of staff working in the nursery.  The inspector spoke with parents, children and staff.

p.3

Effectiveness of the leadership and management is inadequate

The manager has failed to improve the nursery since the last inspection. Self-evaluation is weak as the manager does not identify areas for improvement independently and relies solely on the findings of the last inspection report. Although an action plan is in place, the manager has yet to implement the changes that are needed. The manager does not have systems in place to evaluate the quality of teaching or the effectiveness and accuracy of the planning and assessment for individual children. For example, assessments identify specific areas where some children require additional support. However the manager is unaware of this significant gap in the quality of teaching and consequently has not ensured that staff plan or provide relevant experiences to help children catch up. Safeguarding is ineffective. The manager and staff do not have a good enough understanding of how to safeguard children in their care.

p.4

Quality of teaching, learning and assessment is inadequate

All staff are newly appointed to the nursery and do not yet know the children well enough to plan for what children need to learn next. Assessment records do not provide the staff with sufficient information to help them understand the children’s learning needs. For example, children who are delayed in their speech and language do not have a plan to support their progress in this area. Staff do not focus sufficiently on helping children reach their next steps in learning. Activities do not maintain children’s interests and develop their concentration.. Too often children lose interest and their behaviour deteriorates.

p.4

Personal development, behaviour and welfare are inadequate

Staff do not ensure children’s health and safety are effectively promoted. They are unable to identify risks to children to ensure children are protected. For example, staff did not intervene to prevent a young child sustaining an injury when they fell from a slide placed on a concrete surface. Due to a large number of staff changes, children are unable to build strong attachments with staff and this limits their confidence to explore and learn. Staff make attempts to promote children’s independence and teach them about self-care, however poor communication with parents means this is not successful. For example, staff take insufficient steps to engage with parents to agree a joint strategy to support children who are showing an interest in potty training.

p.4

Outcomes for children are inadequate

Many children make little progress in their learning and development. Nevertheless, some older children develop independence and confidence during their time at the setting in preparation for starting school. Children who require additional support with their learning do not receive sufficient help to catch up. The manager does not track children's progress to identify whether there are any specific areas of learning that require further focus or whether any groups of children are being left behind.
