This provision is inadequate

 The childminder does not ensure that her safeguarding knowledge is current. She has not devised and does not implement a policy to share with parents about the use of mobile phones and cameras in her setting.  The childminder does not use accurate observations or information from parents to identify each child's level of achievement and interests in order to plan activities that promote successful learning.  The childminder does not have a clear understanding of the prime and specific areas of learning or knowledge of how to promote children's learning through effective teaching.  The childminder does not consistently support young children in putting words together as they develop their speaking skills.  The childminder does not effectively promote children's learning with regard to different traditions, families and communities beyond their own experience.  The childminder has not developed systems for evaluating her practice to identify

p.1

It has the following strengths

 Children are happy and settled. They socialise with other adults and children at groups, helping to prepare them emotionally for moving on to pre-school and school.  The childminder offers toys to children that provide opportunities for them to practise their handling skills.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Due Date

 develop knowledge and understanding of current safeguarding legislation and guidance and make sure that all required safeguarding policy information is provided for parents 31/10/2017

p.2

Due Date

 ensure that information from parents and from observation and assessment of children's achievements is consistently used to plan activities and develop support in order to help all children make good progress 30/11/2017

p.2

Due Date

 improve the quality of teaching methods so that each child is consistently involved in activities that inspire and engage them and challenge them to make the best progress. 30/11/2017

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 implement rigorous and effective systems for self-evaluation to identify and prioritise areas for improvement  extend opportunities for children to gain a greater awareness of similarities and differences in society and a broader understanding of different people in the wider world  improve support for children's language development as they begin to put two words together and form simple sentences.

p.2

Inspection activities

 The inspector observed activities while children played in the indoor play area. She discussed teaching methods with the childminder.  The inspector looked at evidence of the childminder's training and checked evidence of the suitability of adults living in the household.  The inspector looked at a selection of children's assessment records, planning, policies and procedures and a range of other documentation.  The inspector spoke to the childminder and children at appropriate times through the inspection.

p.3

Effectiveness of the leadership and management is inadequate

Arrangements for safeguarding are not effective. The childminder does not have a sound understanding of all legal requirements in order to meet children's care and learning needs effectively. She has not kept her knowledge about local safeguarding referral procedures up to date. The safeguarding policy shared with parents does not include all required detail. The childminder has a basic awareness of indicators that children are at risk from harm and neglect. However, she lacks understanding of the 'Prevent' duty guidance, enabling her to identify situations where children may be drawn into situations that may put them at risk of significant of harm. The childminder identifies potential risks in her home. For example, outdoor play is at the park because the childminder's garden is not currently safe or secure and her dogs have no access to the playroom. The childminder does not evaluate her provision or seek opinions from parents in order to identify targets

p.4

Quality of teaching, learning and assessment is inadequate

The childminder's teaching practice is weak. She does not ensure that children are inspired in their learning. She does not provide activities that challenge children effectively to help them reach the next stage in their learning. The childminder selects toys for children from ones stored in a cupboard in the playroom. These are books, puzzles, building bricks, some interactive toys, small-world toys and some domestic play equipment. She counts and names colours while she supports children playing with shape sorters. However, the childminder does not provide opportunities for them to make marks in different ways or explore and investigate different textures and materials. She repeats back the single words that young children begin to say. However, she has not developed effective strategies to support early sentence formation.

p.4

Personal development, behaviour and welfare are inadequate

Children's overall welfare is compromised due to weaknesses in leadership and management with regard to safeguarding practice and procedures. The play environment is not stimulating and activities are limited. In discussion about behaviour management, the childminder identifies that her priority is to boost children's self-esteem, for example, through praising positive behaviour. Children learn to share and take turns. They play with some toys that reflect positive images of diversity. However, the childminder does not fully consider ways of raising children's awareness of similarities and differences between themselves and others. The childminder provides suitably healthy snacks and parents provide meals.

p.4

Outcomes for children are inadequate

Children gain some basic skills to prepare them for pre-school and school. However, they are not making best possible progress as teaching is weak. They do not have access to resources that support exploratory play or have opportunities to develop their own ideas. Children play with toys with simple mechanisms and they are able to operate these successfully. They learn how to keep themselves safe, including road safety.
