This provision is inadequate
The provider does not understand all of her responsibilities to support children's learning and welfare. Staff are left in sole charge of children before their suitability has been thoroughly checked. She does not ensure that there are sufficient qualified staff within the team and there are currently no staff with valid first-aid qualifications. This is also a breach of the Childcare Register. The quality of teaching is poor. Staff do not know how to support and extend children's learning. Children do not make enough progress, particularly in their communication and language development. Arrangements to monitor children's progress are not fully effective. Staff do not have an accurate knowledge of where children are in their learning or how much progress they have made. The key-person system is not being implemented consistently and does not support effective partnerships with parents. Self-evaluation is not effective and does not identify the areas within the practice that

It has the following strengths
The learning environment is suitably resourced and children are able to help themselves to the toys with which they want to play. Children play happily in their environment.

p.2
Inspection activities
The inspector observed the quality of staff's teaching as they engaged with children's play. The inspector talked with the staff about their understanding of their roles and responsibilities. The inspector spoke to parents to gather their views about the nursery and engaged with the children as they played. The inspector held a leadership and management meeting with the provider, where they talked about the organisation of the nursery and looked at some documentation.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The provider has failed to ensure that all staff are suitably qualified or complete the required suitability checks before leaving them in sole charge of children. In addition, there are no staff who hold a valid first-aid qualification. Although the provider has some first-aid knowledge, children's overall safety and well-being cannot be assured. Staff have a secure understanding of child protection issues. They are aware of indicators that a child might be at risk and they have a clear awareness of the procedures to follow for making a referral. While the manager has identified some areas for development, systems for monitoring and supporting staff's professional development are weak and have little impact on raising the quality of teaching.
p.4
Quality of teaching, learning and assessment is inadequate
The quality of teaching is weak. Although staff demonstrate some understanding of how children learn, they do not promote children's learning effectively or help them move on to the next stages of development. Staff's inexperience and lack of professional development opportunities have an impact on children's learning and development. They do not know how to support children's individual needs sufficiently, particularly those children learning to speak English as an additional language. Staff do not track children's progress consistently to gain an accurate overview of their stage of development. The provider has identified the need to introduce new assessment systems but has not taken action to address this. The manager and staff do not have a precise knowledge of each child's stage of development. Although the environment offers a varied range of toys and resources that provide experiences across the different areas of learning, staff do not use these well
p.4
Personal development, behaviour and welfare are inadequate
Although staff engage with parents on a day-to-day basis and parents inform that they are happy with the service provided, some parents are not aware of their child's key person. Relationships between staff and children are generally sound, although weaknesses in the procedures to check staff's suitability mean that children's well-being is not supported well. They move around between activities, making choices about what they want to play with and staff respond by following their lead and attempt to support their play. There are regular opportunities for children to engage in physical activity and play outside. The outdoor learning is well equipped. For example, children enjoy climbing on the slide, playing on rockers, riding bicycles, playing with water and sand, and painting and drawing.
p.4
Outcomes for children are inadequate
All children attending are in receipt of additional funding. Although, generally, they make typical progress and demonstrate suitable levels of independence, the weaknesses in teaching mean that they do not achieve as well as they could. Staff do not know how to challenge or extend them further. For example, when children show curiosity in learning new things, staff do not explain or help them understand.
