This provision is inadequate
The childminder has not kept her and her assistant's safeguarding knowledge updated. She fails to ensure that the safeguarding policy reflects current practice and procedures. Risk assessment and safety provision are poor. The childminder is unable to provide a valid paediatric first-aid certificate. She does not ensure her assistant is aware of and addresses all possible risks to children, including those relating to poor hygiene practice. The childminder fails to maintain a record of children's hours of attendance consistently. The childminder and her assistant do not manage children's behaviour well. This does not support children's social and emotional well-being effectively. The childminder does not ensure there is effective support for her assistant and fails to identify weaknesses in her practice. This has a negative impact on the care and learning children receive and the quality of the provision has declined.
p.1
This provision is inadequate
Assessment of children's learning is weak. The childminder does not provide age- appropriate activities or assess children's progress accurately. She does not recognise where children are in their learning or accurately identify and plan for what they need to learn next. Children do not make the progress they should. Self-evaluation is not effective. The childminder does not ensure that she meets the requirements of the Early Years Register and the Childcare Register.
p.1

Inspection activities
The inspector observed the quality of teaching and assessed the impact this has on children's learning. The inspector spoke to the childminder and her assistant at appropriate times during the inspection. The inspector and the childminder observed an activity and discussed it together. The inspector looked at relevant documentation, including suitability checks, policies and children's records. The inspector took account of parents' views.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. The childminder has not updated the safeguarding policy or reviewed this with her assistant so they have a clear understanding of current practice and procedures. They are not aware of all aspects of protecting children, including those who may be at risk from extremist views. They do not have a clear understanding of the correct process to follow should they need to report concerns about a child's welfare. This puts children at risk. The childminder fails to support children's safety. She does not ensure that at least one adult always holds a valid paediatric first-aid certificate. She does not keep an accurate record of children's names and their times of attendance. It is unclear which children are attending at any given time. The childminder fails to support the assistant's professional development effectively and teaching is weak. She does not accurately identify areas of the provision to improve. The childminder encourages positive

partnerships with parents and other providers and gives them daily feedback about children's activities.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder and her assistant have a poor understanding of the progress children are making. They do not assess children's development accurately to plan activities that consistently match their needs. They make older children sit with babies to share books that are not relevant to their stage of learning and do not interest them. Children become bored and restless. The childminder does not prepare planned activities well enough, which means that very young children sit waiting for too long and become distracted. She does not consider how she can adapt group activities to allow all children to progress at their own pace. At times, the childminder interrupts children's play and requires them to tidy up unnecessarily when some children request an alternative activity. This means that children must all play with the same activity, which restricts their individual choices. The childminder helps children to develop their communication and language skills.
p.4
Personal development, behaviour and welfare are inadequate
The weaknesses in safeguarding children compromise their safety and well-being. The childminder and her assistant do not supervise children's play to always keep them safe. They fail to notice when children do not use the slide safely and hurt themselves. Although children learn to wash their hands before meals, the childminder and her assistant do not identify all aspects of good hygiene practice. They do not stop children from picking food up from the floor and eating it, and they allow children to use their spoons to eat from the same bowl of food as their friends. In addition, the childminder and her assistant do not support children's behaviour appropriately and effectively. They repeatedly move children to a position closer to them, to talk to them about their behaviour. This is unnecessary and does not support positive relationships. They expect young children to sit quietly to reflect on their behaviour. At times, the childminder and her assistant insist that all

children sit still on the floor and fail to recognise when activities do not engage them all. This means that some activities become disorderly.
p.4
Outcomes for children are inadequate
Weaknesses and inconsistencies in teaching and assessment have a negative impact on the progress that children make. Children do not gain a solid foundation to help prepare them for their future learning. They do not consistently receive quality adult interactions, to challenge them and motivate them to learn.
