Statutory requirements

This section sets out the actions that the registered person(s) must take to meet the Care Standards Act 2000, Children‟s Homes (England) Regulations 2015 and the „Guide to the children‟s homes regulations including the quality standards‟. The registered person(s) must comply within the given timescales.

p.3

Requirement Due date

The protection of children standard is that children are protected from harm and enabled to keep themselves safe. In particular, the standard in paragraph (1) requires the registered person to ensure that the home‟s day-to-day care is arranged and delivered so as to keep each child safe and to protect each child effectively from harm. (Regulation 12 (2)(b)) 11/10/2017

p.3

Requirement Due date

The registered person must recruit staff using recruitment procedures that are designed to ensure children‟s safety. For the purposes of paragraph (3)(b), an individual who works in the home in a care role has the appropriate qualification if, by the relevant date, the individual has attained the Level 3 Diploma for Residential Childcare (England) (“the Level 3 Diploma”). (Regulation 32 (4)(a)) 03/11/2017

p.3

Overall experiences and progress of children and young people: good

Young people‟s experiences and progress have significantly improved since the last inspection. Two young people have moved out and one young person has remained living in the home.

p.3

Overall experiences and progress of children and young people: good

Young people have good health and keep appointments with their doctors, dentists and opticians. Staff encourage and support young people to reduce and eventually stop smoking. Young people do varied activities, including swimming and going to the gym. As a result, young people‟s health and fitness improves. Young people agree to work with the organisation‟s therapists. This helps them to come to terms with traumatic life experiences, including child sexual exploitation. This holistic approach ensures that all of the young people‟s health needs are met.

p.3

Overall experiences and progress of children and young people: good

Young people do well in education. They are now getting up, dressed at an appropriate time, and are not late for school. One young person who had missed up to two years‟ education has recently sat her GCSE exams and has 100% attendance at school.

p.3

Overall experiences and progress of children and young people: good

Young people are listened to by staff about what happens in their daily lives and consider their views in the running of their home. This includes being able to participate in regular Inspection report children‟s home: SC454647 4 planning and review meetings. Young people benefit from direct working sessions in line with their local authority plans. This helps young people to feel valued and to build strong relationships with staff. A young person reported that she likes the home as „staff support me‟.

p.3

Overall experiences and progress of children and young people: good

Young people receive help from staff to prepare for independent living in accordance with their age and care plan. For example, young people are able to cook and make their own medical appointments. This helps to give young people the skills that they need for when they are living on their own. Staff make sure that young people who move on to independent living receive telephone calls and visits to enable them to feel valued.

p.4

Overall experiences and progress of children and young people: good

Case records now reflect the needs of young people and they have all the necessary local authority plans on file. As a result, staff are now able to demonstrate a more detailed awareness and understanding of the needs of individual young people. Young people enjoy playing board games with staff and going bowling and to the cinema. This helps to improve young people‟s self-esteem and self-confidence.

p.4

Overall experiences and progress of children and young people: good

Staff make sure that young people are able to continue to see their family and friends. Staff facilitate contact, by providing transport and overnight stays if required. One young person has a planned holiday with her grandparents.

p.4

How well children and young people are helped and protected: good

The registered manager and staff have implemented good risk assessments that help to minimise risks for young people.

p.4

How well children and young people are helped and protected: good

Young people receive rewards for positive behaviour. As a result, there have not been any sanctions or physical interventions since the last inspection. Young people have not gone missing from the home.

p.4

How well children and young people are helped and protected: good

Staff have good working relationships with the local police. This ensures that information regarding child sexual exploitation in the area is current and young people are protected. However, the back garden does not have appropriate fencing so that young people are protected from the potential risks that the local area brings.

p.4

How well children and young people are helped and protected: good

Fire risk assessments are now up to date and staff and young people undertake appropriate fire evacuation tests. For example, the staff have helped one young person who recently moved to semi-independence to become familiar with fire procedures and how to exit her flat safely.

p.4

The effectiveness of leaders and managers: good

Senior managers have provided the registered manager with a substantial amount of support since the last inspection. They have provided a mentor to ensure that the registered manager has up-to-date information about the organisation and the young people. Although the registered manager has experience of working with young people and is currently completing the appropriate qualification, she now feels that she is Inspection report children‟s home: SC454647 5 „empowered to be more assertive in her management style.‟ She now has a clear approach to the management of the home. Since the last inspection, a number of staff have left. The manager has appointed new staff that she considers has resulted in young people having a stronger and more effective staff team.

p.4

The effectiveness of leaders and managers: good

Staff receive regular formal supervision. This provides them with an opportunity to discuss young people‟s progress, reflect on their practice and identify their development and training needs. Staff say that they feel more supported in their role and that there has been a positive change in management overview. The majority of staff members are qualified. However, some staff still do not have the level 3 diploma in residential childcare.

p.5

The effectiveness of leaders and managers: good

Monitoring practice in the home has been improved. The registered manager and senior managers have taken effective action to improve the quality of care in the home. With the aid of monitoring, the registered manager is now able to concentrate on young people‟s progress and improve the quality of care provided.

Information about this inspection

Inspectors have looked closely at the experiences and progress of children and young people. Inspectors considered the quality of work and the differences made to the lives of children and young people.
